N00164-16-S-NB01 - Airborne Electro-Optics (EO) Displays - FSC 5855 - NAICS 333314 MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Naval Surface Warfare Center, Crane Division (NSWCCD) conducts Market Research directed toward systems, subsystems and components in support of United States Special Operations Command (USSOCOM) and our nations special operations warfighters. The Crane Division is requesting technical submissions in support of the PEO-Fixed Wing AC-130J program that address the various technologies outlined below. Specific technologies that the government is interested in are: Cockpit Displays - Flat Panel. Small format (17" dia or smaller) Flat Panel displays on swing arms are utilized in cockpits for display of sensor imagery, moving maps and other computer generated graphics. Displays shall be capable of displaying Full HD (1080p) video with the following formats and inputs. Serial Digital Interface (SDI), Digital Visual Interface (DVI) and Standard Definition (NTSC composite) input video signals. Other requirements include up to 8 Universal Serial Bus (USB) interfaces (i.e. button controllers). Displays shall be capable of viewing in both day and night conditions. Cockpit Displays - Heads Up Display (HUD). HUD technology that is compact, see-through, and provides a wide field of view is desired. The HUD shall provide both day/night capability and is interoperable with AC-130/J strike and navigation subsystems. Primary application is for side mounted (left of pilot) display of Precision Strike Package (PSP) information. Secondary application is to provide access to information/symbology to conduct degraded modes of fire operations. The HUD must integrate with current PSP hardware and software. Any email sent shall have a formatted subject line as follows: N00164-16-S-NB01 Your company name - Name of technology Technical Submissions: Are due no later than 11:59 PM (EST) on 23 October 2015 Shall be submitted to: brian.tussey@navy.mil Shall consist of a white paper or powerpoint not to exceed 15 pages. Shall identify the specific technology being addressed Shall identify technical effort, risks and current Technology Readiness Level (TRL) Shall identify input/output and performance specifications (video, power, communication) etc. Shall NOT be reproduction of commercially available website information or literature. Selected technical submissions of the most interest to the government may be given the opportunity to brief their submittals at a joint USSOCOM / Airborne EO Industry Day within 30 days of the closing of this RFI. Specific times and places for the briefings will be coordinated through the NSWC Crane Airborne EO Branch. The number of papers requested to be briefed may be limited due to time constraints and submission of a white paper does not guarantee an opportunity to brief. Proposals may be submitted by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. The Crane Division encourages participation by small business, small disadvantaged business, HUB Zone small business, woman-owned small business, veteran-owned small business, and historically black colleges and universities. Only properly formatted Technical Submissions, questions or concerns shall be sent to: brian.tussey@navy.mil It should be noted that the Government may utilize non-government contractor employees that provide direct support to the Government as advisors to the Government. Contractors must be properly registered in the Government System for Award Management database (SAM). At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. White papers may be submitted any time prior to expiration of this announcement.
