- SYLPOE Ph. 3 CMc SBU Document Security Notice PRE‐SOLICITATION NOTICE Project: Construction Manager as Constructor (CMc) Services for Phase 3 of the Expansion & Reconfiguration Project at the San Ysidro Land Port of Entry (LPOE) Solicitation No.: GS-09-P-16-KT-C-7000 Region: GSA, PBS, Design & Construction Div., Pacific Rim Region (R9) Location: San Diego, California Budget: Estimated total contract cost is between $135,000,000 and $145,000,000. Total Contract Duration: Forty (40) months Contracting Officer: Christopher Lee Contact info: (415)522‐2877, christopher.lee@gsa.gov PURPOSE The purpose of this pre‐solicitation notice is to formally announce the General Services Administration (GSA), Public Buildings Service (PBS), Design & Construction Division's (9PC) requirement to procure the services of a highly qualified Construction Manager as Constructor (CMc) to successfully complete Phase 3 of the overall Expansion & Reconfiguration Project at the San Ysidro Land Port of Entry (LPOE). The design for Phase 3 has already been completed and will be used as the basis for the project. The CMc scope of work includes all labor and materials required to provide architectural, engineering, construction, and other related services necessary to successfully complete the project in compliance with all applicable codes. Given the size, complexity, uniqueness, and overall importance both politically and locally the CMc contractor must have the capability and experience to meet all of the GSA's contract requirements. PROJECT DESCRIPTION The San Ysidro Land Port of Entry (LPOE) is the busiest land port in the world. The 30-year-old outdated facility can no longer support nor enforce the missions of the U.S. Customs and Border Protection (CBP). The LPOE processes approximately an average of 50,000 northbound vehicles and 25,000 northbound pedestrians per day. The San Diego Association of Governments (SANDAG) predicts an increase in vehicle traffic at San Ysidro of up to 70% by the year 2030. SANDAG's studies indicate a substantial economic impact of roughly $8.4 billion in lost revenue to the region resulting from increased wait times at the border. Given the delays at current traffic volumes, capacity of the LPOE must be increased to accommodate regional growth. To address these growing concerns the LPOE is undergoing a three (3) phase Expansion & Reconfiguration Project estimated to cost over $500M. This construction contract will provide the required services to successfully construct Phase 3 of the overall project. Phase 3 contains, but is not limited to, the following primary construction project elements: •Widening of the southbound Interstate-5 roadway from the current five (5) to ten (10) lanes, fabrication/installation of the ten (10) new southbound inspection booths, and re-routing of the new roadway to align with Mexico's El Chaparral inspection facilities. •Construction of new southbound primary and secondary vehicle inspection canopies, a southbound headhouse building, an employee parking structure with a tunnel connecting to the northbound headhouse building, and access roadways through the LPOE to and from Mexico. •Expansion of the northbound primary vehicle inspection canopy, the northbound vehicle secondary inspection areas, the northbound primary vehicle inspection with eight (8) additional lanes (including the fabrication/installation of the associated fifteen (15) northbound inspection booths), and the expansion of the Narcotics Building. •Associated roadways and tunnels to these new facilities within the Land Port of Entry The total contract duration for Phase 3 is estimated to be forty (40) months after award by the GSA Contracting Officer. The total cost estimated for this contract is between $135,000,000 and $145,000,000. ACQUISITION STRATEGY This procurement will be a single stage, Full & Open competitive source selection utilizing the tradeoff process to award a construction contract. This source selection is based on Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation and Part 36 Construction and Architect-Engineer Contracts. Proposal evaluation and the steps leading to the award of the contract will be in accordance with FAR 15.305 through 15.308. The evaluation process will result in selection of the proposal that represents the best value to the Government in terms of technical and price factors which will be identified in the solicitation. The current procurement schedule anticipates a contract award in February 2016 however that is subject to change should the GSA deem necessary. SUBMISSION REQUIREMENTS The single stage Request for Proposal (RFP) will be issued on or about Wednesday November 4, 2015. However this is subject to change should the GSA deem necessary. Please note that all interested Offerors will be required to adhere to the following Mandatory Requirements and submit the associated documents to the GSA Contracting Officer in order to receive the RFP. The Contracting Officer will solely make the determination as to an Offeror's responsiveness to these Mandatory Requirements and issue the RFP only to those that meet them all. Mandatory Requirements: 1.Offeror must be registered and provide proof of active status in the System Award Management (SAM) on-line system. 2.Proof of the Offeror's ability to provide bonding capacity of $145,000,000.00 in the form of a letter from a surety. The letter should reference this specific project and Solicitation number. 3.A Signed Sensitive but Unclassified (SBU) Information Form (Attached to this posting). Prior to the release of the RFP interested Offerors may submit their Mandatory Requirements to the Contracting Officer via email only as of this posting. In order to receive the RFP on Wednesday November 4, 2015 Offerors must have submitted and be deemed responsive to the Mandatory Requirements by no later than 3:00pm PT on Friday October 30, 2015. After this, all requests for the RFP will be provided as received. Issuance of this notice does not warrant that funds are presently available for award of a Contract. Award of the Contract shall be subject to the availability of appropriated funds, and the Government shall incur no obligation under this notice in advance of such time as funds are made available to the Contracting Officer for the purpose of Contract award. Although it is not mandatory, all interested parties are encouraged to affix their names to the Interested Vendors Listing in order to receive notifications.
