Description
This is a Sources Sought Notice and is for Market Research information purpose only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR INVITATION FOR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Large or Small Business, Veteran-Owned Small Businesses, Service-Disabled Veteran-Owned Small businesses; HUBZone Small Businesses, Small Disadvantaged Business and Women-Owned Small Businesses concerns for the proposed contract. The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS)is interested in awarding one (1) firm fixed price type construction contract in accordance with Federal Acquisition Regulation Part 15. This environmental restoration project consists of the construction of a living shoreline structure which is approximately nine thousand four hundred (9,400) feet long that is along approximately 1.6 miles of shoreline located in the Weeks Bay National Estuarine Research Reserve along the eastern portion of Bon Secour Bay, Alabama. Project specifications require this living shoreline structure to be approximately four hundred (400) foot breakwaters with approximately fifty (50) foot gap widths, that will have an approximate crest width of six (6) feet with an approximate crest elevation of +0.7 feet North American Vertical Datum. The project also includes the installation of approximately 17,000 tons of graded riprap, approximately 8,300 linear feet of geotextile fabric, approximately twenty two (22) permanent warning signs, approximately three (3) settlement plates, and pre-construction and post-construction surveys. NOAA is seeking market research into whether capable small business sources are able to provide services for the construction of this environmental restoration project for the NMFS. The estimated magnitude of the project is between $1 Million and $5 Million. The contract completion schedule is 180 calendar days. The North American Industry Classification System (NAICS) code 237990-Other Heavy and Civil Engineering Construction (size standard of $36.5 M in gross annual receipts or income as defined in 13 CFR 121.104). Response to this sources sought announcement will be used by the Government to make appropriate acquisition decisions, including whether or not this can be set aside for small business. Capability statement packages must provide the following information: 1.List references as well as demonstrate experience in conducting environmental restoration projects in a marine environment with specific focus on living shoreline structure projects of similar size, dollar size, scope, and complexity in the past five (5) years. Information must include contract number, project titles, short synopsis of each project, total project dollar values, year completed, and points of contact with current contact information to include telephone number and email address. 2.A short synopsis of the experience of key personnel in regards to the construction of living shoreline structure projects. 3.A short synopsis of your quality control organization, key personnel, and quality control plan that would be proposed for the construction of living shoreline structure project. 4.A short synopsis of technical capabilities which shall include vessels with necessary vessel certifications, and construction equipment capabilities proposed for the construction of living shoreline structure project and the ability to reach and work in the eastern portion of Bon Secour Bay, Alabama. 5.Evidence of bonding capacity. The above requested information shall be no more than TEN (10) pages. Responses shall be sent to Jeanie.m.jennings@noaa.gov on or before October 21, 2015 by 2:00 P.M. CDST.
