- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on October 13, 2015. (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $35 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value to the Truckee River Bridge project in which you performed ( as the prime contractor ) asphalt concrete paving, concrete retaining walls, aggregate base, pre-fabricated steel bridge, drilled shafts, girders, rockery walls, earthwork, and excavation. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS : CA FLAP SR 89(1) Truckee River Bridge Project Location The project is located along Lake Tahoe's west shore near the SR 89 and SR 28 intersection area in Tahoe City, California. The work includes realigning State Route 89 between Granlibakken Road and the junction of State Route 89/State Route 28 (SR 89/SR 28) to replace the structurally deficient Fanny Bridge, and to accommodate traffic demands at the SR 89/SR 28 junction in Tahoe City. The purpose of the project is to reduce traffic congestion and improve the safety and operations of SR 89/SR 28 junction in Tahoe City by addressing: present and future automobile travel demand, pedestrian and bicycle mobility, public transit needs, the structural integrity of the Truckee River Bridge (Fanny Bridge), and emergency access to the West Shore within the Fanny Bridge Influence area. Three roundabouts, a new bridge, a bridge replacement, and realigned shared use paths are proposed with the improvements. Option X of the Truckee River Bridge project includes the Dollar Creek Trail project, CA FLAP 10089(1). The Dollar Creek Trail Option proposes to construct 2.2 miles of new shared-use trail along the north shore of Lake Tahoe near State Route (SR) 28 between Dollar Hill and Tahoe Vista. The option will include a shared-use trail, a bridge over Dollar Creek, a marked pedestrian crossing at SR 28 and Dollar Drive, and a neighborhood connector at County Club Drive. The Dollar Creek Shared-Use Trail runs from the Dollar Hill area northeast to Fulton Crescent Drive. Scope of the Work Schedule A: 1.5 miles of roadway improvements, 0.6 miles of path improvements, three roundabouts, one new bridge, one bridge replacement - Significant items include (quantities are subject to change): Sewer Line Utility Relocation 13,000 Tons of Asphalt Concrete Pavement 10,300 Square Feet of Concrete Retaining Walls 1500 Linear Feet of Girders 360 Linear Feet of Drilled Shafts 1,079 Cubic Yards of Concrete 6,800 Square Feet of Rockery Walls 23,000 Cubic Yards of Earthwork Option X: 2.2 miles of new trail and one new pedestrian bridge - Significant items include: 5.8 Acres of Clearing and Grubbing 4, 050 Cubic Yards of Excavation 7,900 Tons of Aggregate Base 2.700 Tons of Hot Asphalt Concrete Pavement 1 Pre-fabricated Steel Bridge (pedestrian bridge) It is anticipated that this project will be advertised in February 2016 with construction beginning April, 2016 and ending October, 2017. The contracting range for Schedule A and Option X for this project are between $25 million to $35 million.
