Description
The Social Security Administration intends to negotiate on a sole source basis with National Association of Public Health Statistics and Information Systems (NAPHSIS), 962 Wayne Avenue, Suite 701, Silver Spring, MD 20910-4475 to provide technical assistance to states implementing Electronic Death Registration Systems (EDRS) and testing of the systems. This requirement encompasses three specific tasks. The first requirement is to perform migration testing of states that have previously implemented EDR using Online Verification System (OVS)-1 and are migrating to OVS-2 in order to certify that certain security features are included and work properly in the State?s system. The second requirement encompasses providing technical assistance to States that have not yet implemented EDR to help them understand and navigate their way through the national model and all of the EDR-related re-engineering artifacts. The third requirement is to provide technical assistance to the States that have completed the second requirement and are preparing to fully integrate the Online Verification Software (OVS) with their EDR system and to perform testing the OVS and the Fact of Death file in order to certify that certain security features are included and work properly in the State?s system. The period of performance will consist of a base! plus four option years. This procurement is being made under the authority of FAR 6.302-1 (10 U.S.C 2304(c)(1)) ?Only one responsible source and no other supplies or services will satisfy agency requirements.? The sole source is based on the source?s unique ability to provide truly independent testing services as the professional organization providing advocacy for the role of the State registrars of vital records in health statistics, vital records, and information systems. This is not a formal solicitation. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that the required capability is available from other sources and competition would be advantageous to the Government. If no affirmative written response is received, the procurement will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
