FEDBIZOPS SOURCES SOUGHT ANNOUNCEMENT NOTE: THIS IS AN EXTENSION TO ORIGINAL SOURCES SOUGHT #N61331-15-SN-Q05 POSTED 01 SEPTEMBER 2015 The Naval Surface Warfare Center, Panama City Division (NSWC PCD) is conducting a survey of potential sources for the QUICKSTRIKE Underwater Mines program. NSWC PCD is seeking sources for manufacturing the Safety Device Mk 43 Mod 0 in support of spares replenishment. It is anticipated that the Government may require a minimum of 1000 units under any possible future order. This is a Sources Sought announcement, a market survey for written information only. This is a REQUEST FOR INFORMATION (RFI) for a build-to-print fabrication effort to produce the Safety Device Mk 43 Mod 0. THIS IS NOT A REQUEST FOR PROPOSALS. System Description: The Safety Device Mk 43 is the safing component of the Safety Device Arming Group (S&A) Mk 45 Mod 1 which is used in all mods of Mine Mk 65. The S&A Mk 45 Mod 1 functions with the Arming Device Mk 2 to provide the arming sequence. It also provides a physical and electrical interruption of the explosive train until arming is accomplished. The group consists of the Safety Device Mk 43, lanyard and can assembly, an electrical harness, a two-pole lanyard switch, battery firing pin assembly, mounting plate, and Thermal Batteries Mk 133 and Mk 134. The Safety Device Mk 43 is depicted in the Technical Data Package (TDP) ( NOTE THE TDP IS ONLY REPRESENTATIVE OF THE EQUIPMENT TO BE BUILT BUT DOES NOT ACCURATELY REFLECT THE CURRENT CONFIGURATION OF THE ITEMS AS FAR AS UP-TO-DATE MILITARY AND/OR COMMERCIAL SPECIFICATIONS AT THIS TIME). The TDP is distribution limited to DoD agencies and U.S. DoD contractors only and is subject to the Arms Export Control Act or the Export Administration Act of 1979. Requests for the TDP must be submitted via e-mail to tina.baxter@navy.mil. Requests must contain the vendor's Contractor and Government Entity (CAGE) Code to be considered as potentially eligible to receive the controlled data. Containing a hydrostatic switch, a timing motor, a gear train, and a coupler (for driving and controlling the arming device), Safety Device Mk 43 provides timing for Arming Device Mk 2 (not included in this effort). NSWC PCD is seeking information regarding sources that have the capability, facilities, and equipment to (1) fabricate the items in accordance with a Government Furnished Technical Data Package (TDP) in quantity; and (2) test the items in accordance with the requirements of the attached TDP at the subassembly and assembly levels. Vendors shall provide the following information: (1) Your intent to submit a proposal for this project if it is formally advertised (2) Name of firm with address, point of contact with e-mail, phone, and fax number (3) CAGE Code number listed on your System for Award Management (SAM) registration (4) Size of business: average annual revenue for the past three years, number of employees. Indicate whether a small business, a small disadvantaged business, 8(a), or large business. (5) A concise discussion of the company's technical understanding of the requirements. This should include documentation of past specialized experience and technical competence in building similar devices, up to three (3) past projects for which your firm was the prime contractor. There is no specific format or outline that submittals must follow. (6) Identify the facilities and equipment available to fabricate and test the items. (7) Provide a Rough Order of Magnitude (ROM) cost per item and estimated lead time to fabricate and test. Summaries should be no longer than five pages in length. Electronic submittals should not be larger than 8MB to ensure successful transmission. RESPONSES: Interested parties may provide electronic submittals to be received by the Government by 3:00 p.m. Central Standard Time, 13 OCTOBER 2015. Submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWC PCD strategic planning. There is no specific format or outline that submittals must follow. Each response must reference the RFI title. Information provided will be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. All information shall be provided free of charge to the Government. NSWC PCD may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.
