- The Department of Veterans Affairs, Nebraska Western Iowa Health Care System (NWIHCS) has a requirement for Pathology and Laboratory (STAT & ASAP) Testing Services for VA beneficiaries under the Enhanced Medical Sharing Authority, Title 38 U.S.C. 8153, in accordance with VHA Directive 1663 for executing medical service contracts. The services are to be performed at the contractor's site. Contractor is responsible for providing all supplies, materials, equipment and labor to perform the testing services. This includes courier services. The contractor shall complete orders from contractor's site for bedded patients, emergency room patient and outpatients for NWIHCS as requested. This includes the professional review and problem solving needed to assure safe appropriate medication processing. The hours of delivery are 2 hours for STAT tests and 4 hours for ASAP tests. The type of contract is anticipated to be a firm fixed price contract. The length of the contract is anticipated to be one year with four- one year options. It is anticipated to be awarded to run December 1, 2015 through November 31, 2016. The solicitation documents will be available on or about October 9, 2015 and will be posted via the Federal Business Opportunities website. Prospective offerors should not expect notification of issuance of amendments other than via the Federal Business Opportunities website and are responsible for obtaining all amendments as posted. Prior to submission of a proposal, offerors are expected to read the solicitation documentation in its entirety to fully understand the scope of work, terms, and conditions of the requirement(s). Offerors who are unable to access or open uploaded attachments may contact the Contracting Officer to obtain copies. All questions pertaining to the anticipated solicitation shall be in writing only and submitted to: jahaun.stafford@va.gov. Questions shall contain a point of contact, a telephone number, and an email address. Telephone inquiries will not be accepted. In order to receive an award, offerors must have valid registration and certification in the System for Award Management (SAM) and the Online Representations and Certifications Applications (ORCA) through the website SAM.gov.
