Description
EQUIPMENT LIST PROJECT DESCRIPTION The National Institute of Child Health and Human Development (NICHD) is constructing new office space at 6710B Rockledge Drive, Bethesda, MD. Professional services are being solicited to provide the NICHD with IT Communications Peripheral Data Equipment installations. The equipment will be installed in NICHD’s new office space being constructed on the 1st, 2nd, and 3rd floors. DESCRIPTION OF WORK The scope of work shall include: Data Communications Peripheral Data Equipment as referenced in the attachment: Data Communications Peripheral Data Equipment 27 24 00 The Offeror is to purchase, deliver, install, and implement all equipment, included in its proposal in the new office areas for the NICHD. Desktop Equipment is to be purchased and delivered only. NICHD is to provide storage space for all Desktop Equipment included in this RFQ. Multi - Function Devices and Printers shall be purchased, delivered and installed. Building electrical power will be provided to the Offeror. The Offeror shall provide extended cabling, wiring and parts as necessary to provide complete and operable systems. PERFORMANCE Location of Performance: 6710B Rockledge Drive, Bethesda, MD Period of Performance: Project Completion Date is 12/15/2015. EXISTING CONDITIONS The Offeror shall verify the locations, operating conditions, dimensions and the conditions affecting the proposed work prior to the installation of any equipment. Items to be verified by the Offeror shall include access requirements to install all concealed components of the work. Quotes submitted shall account for and include, but not be limited to, all work associated with providing concealed components, (such as cable or conduits) and the complete restoration of all existing building components that are disturbed, modified or dismantled in the process of installing the concealed components of the work. Building Utilities: The contractor’s work shall not interrupt building utility services without the prior written approval and coordination of the Government Representative and the building manager. Building Particulars: Number of floors affected: 1st, 2nd, and 3rd floors. Building Restrictions: Loading dock and freight elevator is available. On-Site Storage: Yes 4. Summary of New Facility Conditions Construction Details LAN Room s are open to the slab with no ceiling. Offeror(s) must coordinate with onsite Construction Company to coordinate work activity. Electrical-Data Details Duplex outlets will be provided for installation. Site-Specific Technical and Logistical Details All areas are considered to be asbestos-free; any unforeseen site conditions will be the responsibility of the Government. All areas have freight-elevator access. A staging or storage area for equipment and materials will be identified at time of award. Reference to Owner’s General Conditions 1. The Owner’s General Conditions shall be considered part of this Specification. Unless this Section contains statements, which are more definitive or more restrictive than those contained in the Owner’s General Conditions, this Specification shall not be interpreted as waiving or overruling any requirements expressed in the General Conditions. 1.02. Definitions A. KVM: Keyboard, video and mouse B. MFD: Multi-Function Device C. Owner: National Institute of Child Health and Human Development (NICHD) D. Contractor: The Contractor is the firm submitting a proposal to furnish and install the Work as defined within this Specification E. Project – The Project is the IT Peripheral Systems and devices installed in the facilities of NICHD. F. This specification provides the potential bidder with the detailed requirements of what is to be furnished, installed, and configured. The items shall be new and effort shall be made to provide the latest versions of all equipment. 1.03. System Description and scope of work A. The peripheral data equipment shall include the furnishing and installation of all auxiliary equipment as described herein. B. Provide all work as detailed in the Contract Documents as a turnkey installation including all material, labor, engineering, warranties, taxes, freight, and permits. Only items and requirements specifically stated to be provided by others shall not be a requirement for this Section of the Work. C. Coordinate all IP device requirements with the Data vendor, Owner, and Contractor D. Required work (as described in Part III) 1. Design confirmation and submittal 2. Device delivery and installation 3. Configuration 4. Post installation testing, refinement, and ongoing support E. Work by others: 1. Racks and/or cabinets for mounting of the device(s) will be provided by others. 2. Servers and LAN switches to which the devices(s) connect will be provided by others. 1.04. General conditions The Contractor represents that they are familiar with, and have expertise in the Work of this nature and scope. The Contractor further agrees that they shall provide all Work as may be required to make a complete job of that which may not be fully defined in the Programmatic Documents. The Contractor shall comply with all of the regulations, including safety regulations of national, city, local and other government agencies having jurisdiction concerning the work of the Contractor. The Contractor shall give all notices and comply with all laws, ordinances, codes, rules, and regulations bearing on the conduct of the Work. If the Contractor performs any work, which is contrary to such laws, ordinances, codes, rules and regulations, they shall make all changes for compliance and bear all associated costs. The Contractor shall be responsible to provide and maintain a storage facility. If this storage facility is required to be on-site it shall be the Contractor's responsibility to coordinate the size and spatial requirements with the Owner. The Contractor shall assume full responsibility for the storage facility and all contents, unless otherwise indicated by the Owner. The Contractor shall provide all protection necessary to safeguard their work from damage by their operations and the operations of others. Unless the Contractor proves to the Owner’s satisfaction that the Work has been damaged by others, the Contractor shall promptly repair, adjust, and clean all defective installations and bear all associated costs. All of the Contractor's work shall be tested and inspected by all authorities having jurisdiction and in accordance with all Specifications. The Contractor shall coordinate and cooperate fully and shall provide at no additional cost to the Owner, manpower to reasonably assist the inspectors. The project documentation is, in general, diagrammatic and/or developed to communicate design intent. The Contractor shall coordinate the installation of all devices and/or equipment with the Owner prior to installation based on the existing field conditions. The Contractor shall examine the site and the Programmatic Documents and review with the Owner the designated areas of access, delivery, and storage for the Contractor's use. The Contractor agrees that such areas are satisfactory and sufficient for their needs in the completion of their work and in conformance with the terms of this Contract. The Owner reserves the right to furnish any materials necessary for the Project. All permits required for any part of the Contractor's work shall be procured and paid for by the Contractor. The Contractor shall determine all permits required and transmit this information to the Owner. The Contractor warrants that both they and their subcontractors are licensed as required by the authorities having jurisdiction and as required by local ordinances. The Contractor must state if they intend to utilize a subcontractor, and provide said subcontractor's name and address. The subcontractor shall comply with all the same rules, regulations, laws and codes, licenses, etc. as required by the Contractor and as specified herein. The Owner reserves the right to approve or disapprove any subcontractor proposed by Contractor. The Contractor, upon receiving notice from Owner that the Contractor has furnished inferior, improper or unsound work or materials (including equipment), or work or materials at variance with that which is specified, will, within 24 hours, proceed to remove such work or materials and make good all other work or materials damaged thereby, and, at the option of the Owner, the Contractor shall immediately replace such work or materials with work or materials as specified. The removal, replacement, and repair shall be performed at such times and with manpower sufficient, in the judgment of the Owner, so as to avoid disturbance to occupants, or other ongoing work for the Project. If the Contractor does not remove such unsound Work within a reasonable time, the Owner may remove it and may store the material at the expense of the Contractor. If the Contractor does not pay the expenses of such removal within ten (10) days’ time thereafter, the Owner may, upon written notice, sell such materials at auction or at private sale and shall account for the net proceeds thereof, after deducting all the costs and expenses that should have been borne by the Contractor and all expenses of the sale. The Owner shall have the authority at all times, until final completion and acceptance of the Work, to inspect and reject work and materials which in its judgment are not in conformity with the Specifications, and its decision in regard to character and value of Work shall be final and conclusive on both contracting parties. If the Owner permits said Work or materials to remain, the Owner shall be allowed the difference in value or shall at its election have the right to have said Work or materials repaired or replaced, as well as the damage caused thereby, at the expense of the Contractor, at any time within one (1) year after the completion of the entire project, or within such longer period as may be covered by any guaranty; and neither payments made to the Contractor, nor any other acts of the Owner, shall be construed as evidence of acceptance, waiver, or estoppels. Any expense incurred by the Owner in connection with the foregoing, shall be borne by the Contractor, and the Owner may withhold money due to the Contractor or recover money already paid to the Contractor, to the extent of such expense. It shall be understood that the Equipment List and Specifications are complementary. Where there are conflicts within the documents, the overall design intent shall govern. To the extent that they govern the Work, the Program documents, Specifications and Drawings also govern change order Work, if any. Information as to general construction and architectural general construction and architectural features and finishes shall be derived from the structural and architectural drawings and specifications, and may require ongoing coordination with the Architect. Ratings of devices, materials, and equipment specified without reference to specific performance criteria shall be understood to be nominal or nameplate ratings established by means of industry standard procedures. It is the intent of the Equipment List and Specifications to provide complete operating Systems. All Work necessary to provide such a System shall be performed. Any discrepancies shall be brought to the Owner’s attention. The Work called for under this Contract shall be carried on simultaneously with the Work of other trades and Owner functions in such a manner as to not delay the overall progress of the project. The Contractor is responsible for all coordination of the Work with others. Include in the Work all necessary supervision and issuing of all coordination information to any other trades who are supplying work to accommodate the Audiovisual Systems installation. For items of equipment which are to be installed but not purchased as part of the Work, the Work shall include: Coordination of delivery Unloading from delivery trucks Safe handling and field storage up to the time of permanent placement in the project Correction of any damage to the item(s) Mounting in place and connection(s) as specified Items which are to be installed, but not purchased as part of the Work shall be carefully examined upon delivery to the project. Claims that any of these items have been received in such condition that their installation will require procedures beyond the reasonable scope of the Work will be considered only if presented in writing within one (1) week of the date of delivery to the project of the items in question. The Work includes all procedures necessary to put in satisfactory operation all items for which no claims have been submitted as outlined above. 1.05. Submittals A. Product Data: 1. The multi-function device procurement shall be from a single manufacturer and by a single vendor. Print Management Suite (upgrade to uniFlow) A. This specification includes a pre-defined scope of work for the upgrade to the NIHCD print management suite. This is considered the PHASE Two upgrade to the existing Canon suite. The upgrade will include the following: <h4 style="margin: 0in 0in 6pt 1.25in; line-height: normal; mso-list: l1 level4 lfo1;"> 1. 18 Canon MFDs Licenses <h4 style="margin: 0in 0in 6pt 1.25in; line-height: normal; mso-list: l1 level4 lfo1;"> 2. 19 Canon desktop printer licenses <h4 style="margin: 0in 0in 6pt 1.25in; line-height: normal; mso-list: l1 level4 lfo1;"> 3. One file format conversion license <h4 style="margin: 0in 0in 6pt 1.25in; line-height: normal; mso-list: l1 level4 lfo1;"> 4. One additional RPS server to load balance workflows <h4 style="margin: 0in 0in 6pt 1.25in; line-height: normal; mso-list: l1 level4 lfo1;"> 5. An upgrade from Business Edition to Corporate Edition (250 to 500 users) B. A Cannon technical proposal has been developed for this update. Part 3 - Execution 3.01. Preparation A. Prepare and issue product data submittals for the Engineer and Operator’s review and approval. 3.02. Installation A. Physical installation (follow all requirements of Part I - 1.03 and 1.04 herein): 1. Deliver all equipment to the site. Coordinate with GSA, NIHCD, and the project construction team for proper timing of installation so as not to interfere with other activities within the building. The equipment shall be installed after all major construction is completed in a given area so as to eliminate the possibility of dust or damage to the equipment. 2. A secure storage area shall be established onsite prior to delivery of equipment and the area shall be maintained by the vendor. 3.03. acceptance testing A. A physical inventory will be taken of all equipment on site and will be compared to equipment lists in the contract documents. B.
