Description
1.0Purpose The purpose of this market survey is to gain knowledge of industry's interest in participating in a Soldier Radio Waveform (SRW) Performance and Interoperability Quick-look 5th iteration (SIQ-5). This market survey is also to understand industry interest in utilizing and interacting with the Government during the FY2016 period to facilitate the porting, integration, and testing of SRW on vendors Software Defined Radio (SDR) platforms. Information gathered from this survey will assist the Government in determining Government personnel resources and specific schedules required to assist vendors in the porting, integration, and testing process of SRW. The Government's intent of this porting and integration technical support and Quick-look event is to enable a mature SRW marketplace based on the most enhanced, operationally relevant, and sustainable tactical networking waveforms available. 2.0Background Product Manager (PdM) Waveforms envisions assisting industry by facilitating vendor waveform porting of designated SRW variants. Further, the Government envisions providing all vendors meeting the entrance criteria in section 3.0 below with Government assistance in the porting of designated Government reference SRW software to vendor platforms. The location of the Government's assistance can be, at the Government's discretion, at the vendor's or Government's facilities, or a combination of the two. Porting assistance is planned to be available throughout the FY2016 period and will be provided on an as needed basis. The SIQ event is planned to occur at some time during the April 2016 - September 2016 timeframe for a four week duration. This Quick-look event will occur in a laboratory environment in two phases. Isolation will be provided for all proprietary test artifacts. Phase I will establish the baseline reference implementation to compare to each vendor's host radio platforms with respect to the SIQ-5 Test Plan. The SIQ test plan will be made available sixty (60) days prior to test. Phase I will execute full system (end-to-end) performance based on homogenous network testing. Phase II will execute heterogeneous network testing with SRW Reference Implementation Lab (RIL) Reference Test Radio (Baseline Waveform Interoperability), Program of Record (PoR) interoperability, and multiple Non-Developmental Item (NDI) vendor interoperability. All SIQ phases will be executed at the Communications Electronics Research and Development Engineering Center (CERDEC) Space & Terrestrial Directorate (S&TCD) in Aberdeen Proving Ground, MD. 3.0Entrance Criteria (1)To participate in the SIQ-5 event, vendors will be required to provide radio quantities, and ported waveform versions, as follows: Five (5) radios and ancillaries with SRW version 1.2 or greater. Vendors will have to provide the radio assets and ancillaries for period of six (6) weeks for the SIQ test event. (2)Documentation to enable the Government to assess the vendor's likely ability to meet the following by no later than 30 October 2015: a.NSA User Partnership Program (UPP) or Commercial COMSEC Evaluation Program (CCEP) participation for Type 1 Encryption on a tactical radio or a valid application filed and recognized by the National Security Agency (NSA) for the same. b.Standing or approved application for Joint Tactical Networking Center (JTNC) or DoD Information Repository (IR) access and requisite Non-Disclosure Agreement (NDA) related to SRW with effective dates that run through the FY2016 period. Each interoperability Quick-look participant/vendor must provide all necessary ancillaries to operate the radio platforms in a laboratory environment, e.g., data/voice interface cables, power cables, etc. Each of the vendors must provide a plan to address loading radio configuration files and implement Communications Security (COMSEC) and Transmission Security (TRANSEC) requirements. 4.0Requested Information Interested vendors are invited to submit the system capabilities of their prospective software/hardware to include a summarized description of how they meet the requirements listed in paragraph 3.0. Additionally each vendor should provide a recommendation for schedule, location(s), and resources requested for porting assistance with respect to SRW. If a vendor is interested in participating in the subject test event but is not able to meet the entrance criteria as stated above, please contact the Technical Point of Contact (TPOC) and Procuring Contracting Officer (PCO) for further guidance. The TPOC and PCO contact information are provided in paragraph 6.0. 5.0Submission Instructions and Format Interested vendors are invited to respond to this market survey by providing the following information: (1)Name and address of applicant/company (Corporate/Principal Office) (2)Name, telephone number, fax number, and e-mail address of point of contact (3)Summarized description of how they meet the requirements listed in paragraph 3.0. Include current version of reference implementation for SRW supported by proposed vendor platform. This is not a request for proposals. At this time, PdM Waveforms is performing market research to determine industry interest in participating in SIQ-5 and utilizing Government assistance in the porting and integration of SRW. The Government does not make any promise or guarantee that by submitting a response to this RFI that the vendor will be selected to participate in SIQ-5 nor receive porting, integration, or testing support. The Government will respect proprietary markings submitted for this market survey. The Government requests that vendors segregate and mark proprietary documents. The Government will provide the vendor with an acknowledgement of receipt of its response to this RFI. The Government will not pay for any materials provided in response to this market survey or any follow-up information requests.
