SOURCES SOUGHT Environmental Modeling Simulation Decision Aid Product II (EDAPT II) 1.0 Description 1. 1 The Air Force Applications Center (AFTAC) and 25 AF/PKR are conducting Market Research for non-personal serv i ces to prov i de e x pert technical services. This Sources Sought is one of the elements of our Market Research, and it will be used to determine the acquisition approach. 1. 2 This Sources Sought Notice does not constitute a Request for Proposal ( RFP ), Request for Quote (RFQ) or an Invitation for Bid (IFB). The Government may use the information obtained from responses to this notice in determining its acquis i tion approach, but the issuance of this notice does not restrict the Government's acquisition approach. 1. 3 Interested firms should submit information as to the capabilities, capacity, and experience to perform the tasks set forth in the draft Performance Work Statement (PWS), you must state if you are interested i n part i cipating as a pr i me contractor or as subcontractor. The subcontracting information is very important because it will assist the Government, if needed, to determine subcontract i ng goals. Include a reference to the contract number, magn i tude, place of performance, and points of contact for each example provided (name of the point of contact, address, e - mail, telephone number, fax number, and the company ' s web page, if applicable). Submitted information shall be UNCLASSIFIED. If your technical approach ( capabilities) includes a teaming arrangement, please provide information on your teaming possibilities. If you are a small business, please keep in mind limitations on subcontracting. Briefly prov i de information regarding your past performance in all requested areas. Please only provide information of commensurate size and scope. 1.5 The North American Industry Classification System (NAICS) Code is 541620 Environmental Consulting Services. The small business size standard is $15. 0M (annual average gross revenue for the last three fiscal years not to exceed $15. 0M). 2.0 Background 2.1 Overview: EDAPT is an automated modeling system developed to : 1) facilitate upgrading its interface and architecture compatible with existing computing env i ronment ; (2 ) effic i ently organize the model results file management system and (3) incorporate advanced diagnostic for applicable transport and dispersion (T&D) models such as the Hybrid Single Par t icle Lagrang i an Integrated Trajectory (HYSPLIT), the Second - Order Closure Integrated Puff Model (SCIPUFF), Quick Urban and Industrial Complex (QUIC), and the Defense Land Fallout Interpretat i ve Code ( DELFIC ). 3.0 Requirements 3. 1 Develop, mod i fy, and / or maintain Graphical User Interface ( GUI ) code. Briefly describe how your company could meet these requirements. 3. 1.1 Develop, modify, and /or maintain scripts to extract data of various types from an Oracle database to supply various Transport & Dispersion (T&D) models. Briefly describe how your company could meet these requirements. 3. 1.2 Develop, modify, and/or maintain scripts to interface between extracted Oracle data or meteorological model output (e. g. Regional Atmospheric Modeling System ( RAMS) and Weather Research and Forecasting (WRF)), analysis tools, and display software. Briefly describe how your comp any could meet these requ irem ents. 3. 1.3 Develop, modify, and/or maintain software capable of T&D model configuration execution. Briefly describe how your company could meet these requirements. 3. 1.4 Develop, modify, and/or maintain software algorithms to transfer gigabytes of data expeditiously from one computer platform to another, and to and through data analysis and display tools. Briefly describe how your company could meet these requirements. 3. 1. 5 Develop, modify, and /or maintain or recommend visualization software for meteorological data and T&D mode l results. Briefly describe how your company could meet these requirements. 3.1. 6 Develop, modify, and/or maintain software tools within EDAPT to enhance user analysis capability, specifically with statistical analyses of the T&D results. Briefly describe how your company could meet these requirements. 3. 1.7 Provide technology, and technical, software, and systems engineering expertise to provide analytical support. Briefly describe how your company could meet these requirements. 3. 1.8 Software testing support for all aspects of EDAPT, specifically provide technology and software engineering support in test planning, conduct and reporting ; application testing ; software integration testing ; interface testing ; performance testing ; problem reporting ; and documentation. Briefly describe how your company could meet these requirements. 3. 1.9 Add, modify, and/or maintain various T&D atmospheric algorithms, specifically those in SCIPUFF, to ensure the latest advances in Atmospheric Sciences are included and to ensure the model run times are min imized. Br i efly describe how your com pan y could meet these requirements. 3.1. 10 Specialized nationally acknowledged certification/proficiency with the following : JAVA, JAVA Script, FORTRAN, C++, HTML, Python, and MS products ; in addition to Windows, Unix, and Linux platforms. Br iefly descr ib e how your com pany could meet these requirements. 3. 1. 11 Ability to monitor, control, and assure quality of staff and quality of deliverable items. Briefly describe how your company could meet these requirements. 3. 1. 12 Ability to plan, budget, contract, and execute program management required to render operational and life-cycle support to systems, subsystems, and projects. Briefly describe how your company could meet these requirements. 3. 1. 13 Maintain and control software and hardware configu rat ion baselines. Briefly describe how your company could meet these requirements. 3. 1. 14 Company must have a Secret facility clearance with Secret safeguarding. Personnel must possess Top Secret (TS)/SCI clearance. The Government shall not be held liable for any damages i ncurred if proprietary information is not properly i dentified. 5.3 The submitter is solely responsible for ver i fying the package was del i vered or t he e-file was received and can be viewed. 6. 0 Air Force Federal Acquisition Regulation Supplement (AFFARS) Clause 5352. 201- 9101 Ombudsman (Apr 2014) ( a ) An ombudsman has been appointed to hear and facilitate the resolut io n of co nc erns from offerors, potential offerers, and others for this acquisition. When requested, the ombudsman will maintain str i ct confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests o r formal contract d i sputes. The ombudsman may refer the i nterest ed party to another official who can resolve the concern.
