Description
PURPOSE: The Nashville District (LRN) U.S. Army Corps of Engineers intends to issue a Request for Proposal (RFP) for an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for the demolition, fabrication or installation of low-, medium- or high-voltage electrical controls and equipment in an industrial/commercial setting in support of the hydropower mission. Up to four (4) IDIQ construction contracts may be awarded to the lowest-priced technically acceptable Offerors based on the Prototype Project listed below. MATOC PROJECT DESCRIPTION: The MATOC will be utilized by LRN for demolition, fabrication or installation of low-, medium- or high-voltage electrical controls and equipment in hydropower generating facilities throughout the Cumberland River System in Tennessee and Kentucky. The equipment may consist of electrical controls, digital turbine governors, medium-voltage cables, breakers, exciters, transformers and similar equipment used in the production and distribution of power generated at Cumberland River facilities. The potential exists for the contractor to encounter asbestos or lead-based paint in connection with the work, and remediation of affected components will be required as part of the scope of work. This description is not intended to be all encompassing and is subject to change. PROTOTYPE PROJECT DESCRIPTION: The scope of work involves replacing exciter equipment for Barkley Power Plant. Specifically, the proposed plan of work involves the Contractor furnishing all supervision, engineering, labor, materials, and equipment to perform the following work in strict accordance with the detailed requirements of the contract: a. Design, prepare drawings and data, manufacture, shop test, prepare and load for shipment, and deliver F.O.B. destination (4) four complete digital static excitation systems for the Barkley Powerhouse. b. Remove (4) four existing excitation systems. c. Install, test, commission, and make ready for commercial operation (4) four excitation systems at Barkley, including floor repair and including furnishing and installing wire, cable, bus, conduit, meters, switches, and all other required appurtenances. d. Conduct equipment model validation tests and prepare test report suitable for use by Southeastern Electric Reliability Council (SERC). Offerors will have an opportunity to attend a scheduled site visit. The date, time, location and registration requirements will be posted in the solicitation. This project description is not intended to be all encompassing in the descriptions. NAICS AND SIZE STANDARD: The NAICS code for this project is 237130 (Power and Communication Line and Related Structures Construction) with a size standard of $36,500,000. MAGNITUDE OF CONSTRUCTION PROJECT: The estimated magnitude of the MATOC is between $10,000,000 and $25,000,000. The minimum guaranteed contract amount is $25,000. PERIOD OF PERFORMANCE: The requirement will cover a period of five (5) years or when the overall contract capacity has been met, whichever comes first. TYPE OF SET-ASIDE: Total Small Business Set-Aside. The Government intends to award without discussions. The project specifications and project location will be defined in the solicitation document. The solicitation will require a bid guarantee. The Contract will require payment and performance bonds for 100% of the contract price. Offerors must have sufficient bonding capacity. SOLICITATION RELEASE DATE: The anticipated release date for W912P5-15-R-0012 is on or about October 21, 2015, with a projected proposal submission date of November 23, 2015.
