- SOURCES SOUGHT SYNOPSIS THIS SOURCES SOUGHT SYNOPSIS IS FOR MARKET RESEARCH AND INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS SYNOPSIS. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SYNOPIS IS STRICTLY VOLUNTARY. The Air Force Test Center Specialized Contracting Division (AFTC/PZRA) at Edwards Air Force Base, California is seeking sources for the Air Force Research Laboratory/ Rocket Propulsion Division Propellants Branch (AFRL/RQRC). INTRODUCTION: This is a SOURCES SOUGHT SYNOPSIS to determine potential sources of businesses which can provide equipment as specified within this synopsis. REQUIRED CAPABILITIES: The Air Force Research Laboratories (AFRL/ RQRP) at Edwards Air Force Base (EAFB) in California requires a suite of thermal analysis instruments consisting of three unique equipment items: a Differential Scanning Calorimeter (DSC), Rubber Process Analyzer (RPA), and a Thermogravimetric Analyzer (TGA). (1) The Differential Scanning Calorimeter (DSC) must: (a) have a temperature range between -80 and 700 degrees Centigrade, (b) possess an auto-sampler capable of accommodating 25 specimens, (c) have a temperature accuracy of 0.2 Kelvin or less, (d) exhibit a temperature precision of 0.2 Kelvin or less, and (e) be capable of modulated temperature differential scanning calorimetry to quantify a material's heat capacity. (2) The Rubber Process Analyzer (RPA) must possess: (a) a threshold oscillation frequency range of 0.001-50 Hz, (b) a minimum oscillation strain range of 0.005-360 degrees, (c) a minimum torque range of 0.01-22 Newton-meters, and (d) a temperature range ambient to 230 degrees Celsius. (3) The Thermogravimetric Analyzer (TGA) must: (a) be capable of a temperature range of ambient to 1000 degrees Centigrade, (b) be capable of ballistic heating rates (~2000 degrees Centigrade/minute), (c) have a balance sensitivity of 0.1 micrograms or less (d) possess an auto-sampler with a minimum of 20 samples, and (e) be capable of purging the furnace with different types of atmospheres (specifically air and nitrogen, or oxidizing and inert). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 334516, with the corresponding size standard of 500 employees. SUBMISSION DETAILS: Responses should include: (1) Business name and address, (2) Name of company representative and their business title, (3) Business Size and, if applicable, socioeconomic status, (i.e., veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business). (4) Cage Code, (5) Product model and how specifications meet minimum specifications (6) Contract vehicles that would be available to the Government for the procurement of the product, i.e., GSA, NASA SEWP, FSS, or any other Government agency contract vehicle, (if applicable). (7) Delivery schedule (8) Identification of whether all three products can be provided, and if not, the product or combination of products that can be provided. Additionally, AFTC/PZRA requests the response include information on whether the products have been sold or offered for sale to the general public and if so, the type of industry. This information is for market research only. Responses to this Sources Sought will not preclude your company from responding to a subsequent RFQ for this requirement. Interested businesses should be authorized sellers/resellers of proposed product solutions. Businesses that wish to respond should send responses via email NLT 4:30 P.M. Pacific Daylight Time (PDT) on October 19, 2015 to rosann.knarreborg.1@us.af.mil. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
