- The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Federal Maintenance Dredging of the Beals Harbor and Pig Island Gut, Maine Federal Navigation Projects. This announcement is to determine interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns for this project. The project is planned to be issued on or about December 4, 2015. The dredging window, due to environmental constraints, is approximately November 8, 2016 to April 8, 2017. The project is expected to take several months. The estimated construction cost is between $1,000,000 and $5,000,000. The work of this project consists of the mechanical dredging of approximately 100,000 cubic yards of clay, silt, and sand, with unconfined open water disposal at the Mark Island Disposal Site, about 5 miles away. The dredging work consists of removing approximately 83,000 cubic yards from the 10-foot anchorage in Beals Harbor, which is about 800 feet by 500 feet in area, and approximately 17,000 cubic yards from shoaled portions of the one-mile-long 6-foot channel, which is 80 feet wide, and shoaled portions of the 6-foot anchorage, about 800 feet by 300 feet in area, of the Pig Island Gut Federal Navigation Project. About 30 tons of large debris, heavy boulders, and derelict moorings are also expected to be removed. The Contractor will be required to maintain a dredging production rate of not less than 30,000 cubic yards per month. There is occasional ice at Beals Harbor from mid-January to early March. Bidders should become familiar with the proposed haul route to the disposal site. Beals Harbor has not been maintained since 1956 and Pig Island Gut has not been maintained since 1965. Dredging operations will be permitted 24 hours per day and 7 days per week. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), a proof of bonding as well as what type of equipment would be utilized for this project. Additionally, firms must demonstrate experience, within the last five years, in the following work requirements: • Experience dredging a minimum of 30,000 cubic yards in a month by mechanical means, during winter (December through February). • Experience in removal of heavy debris or large boulders from a marine environment. • Placement of dredged material at an ocean placement site. Responses are limited to twenty pages. Responses are due by October 20, 2015. Interested firms shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided.
