Description
This is a PRE-SOLICITATION NOTICE - The US Department of Veteran Affairs Medical Center, Minneapolis, MN, hereinafter referred to as MVAHCS Laboratory Medicine Service located at One Veterans Drive, Minneapolis, MN 55417. The NAICS code assigned to this procurement will be 621511 with a size standard of $15 million. The VA will award a firm, fixed price IDIQ, commercial services contract. Contract use will be limited to Minneapolis VA Health Care System only. The solicitation will contain requirements for a 12-month base year with four (4) 12-month options to renew. Service will begin January 1, 2016 through December 31, 2016 for the Base Year. The solicitation is scheduled to be issued on or about November 1, 2015 and will be issued via FedBizOpps Electronic Posting System at http://www.fedbizopps.gov. Services Provided: The Minneapolis VA Health Care System, hereinafter referred to as MVAHCS, requires the services of a Contractor to provide specialized specific diagnostic testing needs (STAT and Routine) not provided at the Minneapolis VAMC. To ensure proper oversight on the contract, quality of the testing and monitoring of the turn around times all the testing needs to be consolidated into one source (laboratory). Testing needs consist of stat laboratory tests for drugs and toxins; comprehensive conventional and molecular cytogenetic (FISH) testing on blood, bone marrow, and solid tissue; histochemical testing, special stains, electron microscopy and interpretive reports on muscle biopsies; special stains, electron microscopy, and interpretative reports on nerve biopsies; immunoflourescent testing, special stains, electron microscopy and interpretative reports on renal biopsies; immunoflourescent testing and interpretative reports on skin specimens; immunohistochemical breast markers including estrogen and progesterone receptor and electron microscopy and interpretive reports on diagnostic tissue specimens. These services require a Comprehensive Cytogenetics Laboratory with both conventional and molecular cytogenetic (FISH) testing. This laboratory needs to provide services Monday through Saturday. For the Molecular Cytogenetics (FISH (fluorescent in situ hybridization)) testing, we would require the following probes: The Contractor's shall assure compliance of all procedures and practices by the following accrediting agencies, and facility and employees shall have all licenses, permits, accreditation, professional certifications and qualifications required by federal and state law to provide laboratory testing and consult services. This shall include: a.Accreditation by the College of American Pathologists (CAP) b.Accreditation by the Centers for Prevention and Disease Control (CDC) is required if contractor is engaged in interstate commerce. The qualifications of the personnel described below shall be subject to review by VA Medical Center Laboratory Director. MVAHCS reserves the right to approve the assignment of individual personnel furnished by the Contractor to perform the functions specified in the contract. (i)The Pathologists for interpretive reports must have an unrestricted license to practice medicine in one of the states or territories of the United States of District of Columbia. (ii)The Pathologist directing the Comprehensive Cytogenetics Laboratory must be board-certified in Anatomic Pathology or Clinical Pathology. It is desired the Pathologist has at least five (5) years experience in cytogenetics. It is also desired that The Director of the Comprehensive Cytogenetics Laboratory be certified in Clinical Cytogenetics by the Board of Medical Genetics or comparable certification. This laboratory should have highly skilled and trained personnel certified as Clinical Laboratory Specialists in Cytogenetics. (iii)It is desired that the Pathologist directing the electron microscopy lab be board-certified in Anatomic Pathology or Clinical Pathology and have at least five (5) years experience in electron microscopy. (iv)Muscle and nerve biopsy testing requires an experienced MD with experience in interpretation of the specialized studies on muscle and/or nerve biopsies. It is desired the MD has greater than five (5) years experience in this specialty. (v)Kidney biopsy testing requires an experienced Board-Certified Anatomic Pathologist or Clinical Pathologist with extensive training with kidney biopsies, preferably with nephropathologist fellowship training. It is desired that the Pathologist has at least five (5) years experience in performing kidney biopsy testing. These services require a Comprehensive Cytogenetics Laboratory with both conventional and molecular cytogenetic (FISH) testing. This laboratory needs to provide services Monday through Saturday.
