- THIS NOTICE IS TO PROVIDE AND ADVANCE REVIEW OF PM DCGS-A INCREMENT 2 DRAFT REQUEST FOR PROPOSAL (RFP) SECTIONS L (INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS) AND M (EVALUATION FACTORS FOR AWARD) INFORMATION. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). PROPOSAL SUBMISSIONS WILL NOT BE ACCEPTED. THE GOVERNMENT SHALL NOT BE RESPONSIBLE FOR ANY COST ASSOCIATED WITH RESPONDING TO THIS NOTICE. The Army Contracting Command Aberdeen Proving Ground (ACC-APG) in support of the Program Manager Distributed Common Ground System Army (PM DCGS-A) hereby releases DCGS-A Increment 2 DRAFT RFP sections L&M. This advance release is the continuation of PM DCGS-A's desire to promote exchanges of information among all interested parties before the receipt of proposals in accordance with FAR 15.201. PM DCGS-A anticipates the release of DCGS-A Increment 2 RFP 1st quarter fiscal year 2016. All interested parties are encouraged to review the attached DRAFT Increment 2 RFP Sections L&M and submit comments for PM DCGS-A's consideration. Comments will be considered during the finalization of sections L&M, but the Government does NOT intend to provide responses to comments. Interested parties should return comments in the attached Increment 2 RFP L&M comment matrices to Mr. Steve Morton & Mr. Mike Sherick at Stephen.J.Morton8.civ@mail.mil, Michael.G.Sherick.civ@mail.mil Please note there are two comment matrices, one for each section. The purpose of exchanging this information is to improve the understanding of the Government's requirement and industries capabilities, thereby allowing potential offerors to judge whether they can satisfy the Government's requirement, and enhance the Government's ability to obtain quality supplies and services, at reasonable prices, and increase efficiencies in proposal preparation, proposal evaluation, negotiation, and contract award. This notice will stay open for two weeks, comments are due by the close of business 21 October, 2015
