- W912EQ-16-S-0002 USACE Memphis District Articulated Concrete Mattress Castings at Richardson Landing, TN THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE NOT AVAILABLE. This is a Sources Sought Notice for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. The U.S. Army Corps of Engineers, Memphis District, requests information concerning its requirement for Articulated Concrete Mattress Castings. The government will consider these responses before issuing a formal solicitation. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, if the Government still plans to proceed with the acquisition, and after approval of the associated acquisition strategy, a solicitation announcement will be published in the Federal Business Opportunity. NO SOLICITATION IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respond to solicitation announcements at a later time. This notice is to assist the Memphis District, Corps of Engineers in determining potential sources and to gauge industry capability. This sources sought announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. The responses to this SOURCES SOUGHT synopsis are to be sent either via email to Jacob.storz@usace.army.mil and valerie.marshall@.usace.army.mil or submit hard copy to U.S. Army Corps of Engineers, 167 N. Main Street B-202, Attn: Valerie Marshall, Contracting Division, Room 665, Memphis, TN 38103 no later than 2:30 p.m. central standard time October 19, 2015. Ensure W912EQ-16-S-0002 is included on document(s) being submitted. NO APPOINTMENTS OR TELEPHONE CALLS WILL BE ACCEPTED Project Description: This is a market survey for providing articulated concrete mattress castings. The work consists of furnishing all plant, labor, materials and equipment for casting a base of 70,980 squares of Articulated Concrete Mattress at Richardson Landing, Tennessee (MS River Mile 769 AHP). Bids for casting the base will include a price for the labor and aggregate and separate prices for approximately 165,000 CWT of Portland Cement, 176,562 LBs of Synthetic Fiber, and 29,997 cubic feet of Fly Ash. An option will also be available on the contract of 11,830 squares of Articulated Concrete Mattress at Richardson Landing, Tennessee (MS River Mile 769 AHP). Bids for casting the option will include a price for the labor and aggregate and separate prices for approximately 27,500 CWT of Portland Cement, 29,990 LB of Synthetic Fiber, and 5,000 cubic feet of Fly Ash. Specifications, schedules and detail drawings will be furnished by designated personnel during prosecution of the work. NAICS code 327390 will apply to this procurement with a size standard of 500 personnel. Cost of work under this procurement is estimated at $5,000,000 - $10,000,000. Vendors not registered in System for Awards Management (SAM) prior to award will not be eligible for award. Vendors may register for SAM by calling 1-888-227-2423or register online at http://www.sam.gov The Government requests capability statements which demonstrate the ability to manufacture/supply Articulated Concrete Mattresses in accordance with Government requirements. Specifically the Government requests answers to the following questions: 1. Do you have a mobile concrete mixing batch plant? If so, are you capable of producing custom concrete mixes with fly ash injections, and do you have the ability to adjust these custom concrete mixes when needed and sustain the required production rate? 2. Do you have the equipment with the ability to: pour concrete, vibrate casting forms, remove pins from casting forms, place and remove casting forms, smooth and groove concrete mats, place paper on top of concrete mats, lubricate casting forms, and clean casting forms? 3. What experience do you have in the last 15 years where you have produced steel reinforced concrete mats in casting forms using your own batch plant and equipment? 4. Do you have the ability to sustain the required production rate (910 squares/day) while assuring a quality product that meets all guidelines in the specifications? One (1) square is equal to approximately 25 feet long, by 4 feet wide, by 3 inches thick, containing 16 individual blocks of concrete cast on a single unit of wire mesh. 910 squares is one pass around the casting field. Once these squares are cast and cured the next 910 squares are cast on top of the previous square cast. This is done for 13 squares high to equal 1 stack. Then a new stack is cast beside the previously cast stack. Comments will be shared with the government personnel, but otherwise will be held in strict confidence. Comments may be in a format as chosen by each offeror, but must include the offerors, name, point of contact and phone number, planned role on the project, and socio-economic status. In preparing the formal solicitation, the government makes no commitment to retain any of the elements/provisions of this request for information and may include different elements/provisions in the formal solicitation.
