Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911QX-16-T-0005. This acquisition is issued as an Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83 effective 03 August 2015. (iv) The associated NAICS code is 541611. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): C.1 In May 2012, the Office of Management and Budget (OMB) released policy memo M-12-12. Memo M-12-12 placed requirements on federal agencies to report detailed conference travel costs to Congress. As a result of the policy memo, stringent policies for approving conference travel requests were enacted. C.2In March 2015, the Government Accounting Office released the report quote mark Defense Science and Technology: Further DOD and DOE Actions Needed to Provide Timely Conference Decisions and Analyze Risks from Changes in Participation quote mark (http://www.gao.gov/products/GAO-15-278), which examined the impact of the travel requirements and policies. The report noted a significant reduction in conference attendance by scientists and engineers from Department of Defense (DoD) and Department of Energy (DoE) laboratories subsequent to the new policies but also highlighted a substantial increase in administrative costs to fulfill the reporting and approval processes. C.2.1 Although it is generally recognized that the inability of Government employees to attend technical conferences will have detrimental impact on the US economy, the report did not address the long-term impact of the reporting and approval processes. The report noted that, since the DoD and DoE had not collected data relating to impact, it was not possible to draw any conclusions. Requirements C.3 The objective of this effort is to address this deficiency cited by the Government Accounting Office that the Department of Defense failed to establish the impact of the current policy and to explore the long-term impact of current travel policies to US national interests. C.3.1. The contractor shall examine three (3) sectors of critical importance to US national interests: health, safety, and security. In each area, the contractor shall assess the impact to the workforce, national economy, and technology if present restrictive travel policies remain in place and unchanged for the next twelve (12) months, five (5) years, ten (10) years, and twenty (20) years. C.3.2. The contractor shall report the projected impact of reduced conference attendance on health sector issues such as the training and certification of the nation's medical professionals and health inspectors, the recruiting and retention of medical and health professionals into the federal workforce, the development of medical and health standards, and the development of medical technology. The analysis shall consider the impact relative to a predicted level of what it might have been had policies not been imposed and relative to the level of other nations. C.3.3. The contractor shall report the projected impact of reduced conference attendance on safety sector issues such as the training and certification of the nation's safety inspectors in areas such as food and construction, the recruiting and retention of safety professionals into the federal workforce, the development of safety standards, and the development of safety inspection technology. The analysis shall consider the impact relative to a predicted level of what it might have been had policies not been imposed and relative to the level of other nations. C.3.4. The contractor shall report the projected impact of reduced conference attendance on security and defense sector issues such as the ability of the nation to maintain superior military capabilities in survivability, lethality, maneuver, and information, the recruiting and retention of scientists and engineers into the federal workforce, and the development of security and defense technology. The analysis shall consider the impact relative to a predicted level of what it might have been had policies not been imposed and relative to the level of other nations. C.3.5. The contractor shall report the projected impact at ten (10) and twenty (20) years from the present day on the US role in setting the global agenda in technology if current policies and trends remain unchanged. C.3.6. The contractor shall report the projected impact at ten (10) and twenty (20) years from the present day on the US economy if current policies and trends remain unchanged. C.3.7. The contractor shall report the projected impact at ten (10) and twenty (20) years from the present day on the US workforce if current policies and trends remain unchanged. C.3.8. The contractor shall attend an informational meeting with the Government functional point of contact (POC) within ten (10) working days after contract award. C.3.9. The contractor shall provide a comprehensive detailed written report via email to the functional Government POC in MS-Word format that includes the findings of the analysis to the Government functional POC within thirty (30) days of contract award in both electronic and hardcopy formats. C.3.10. The contractor shall provide a detailed record reflecting subject matter experts interviewed, data and sources of any data reflected in the report. C.3.11. The contractor shall provide a proposed plan of action to complete the analysis and associated milestones report within ten (10) working days after contract award and final plan of action with milestones within three (3) days of the scheduled informational meeting with the Government POC. (vi) Description of requirements: one (1) Impact Study and Report as outlined in the minimum specifications of the Government above. Resultant award is expected to be issued as Firm Fixed Price (FFP) contract type. (vii) Delivery is required: Thirty (30) days After Date of Contract (ADC). Delivery shall be made to Army Research Laboratory (ARL) Adelphi, MD 20783-1138. Acceptance shall be performed at Army Research Laboratory (ARL) Adelphi, MD 20783-1138. The FOB point is destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Evaluation Criteria - Service (Tradeoff) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will first be a determination as to whether the proposed product meets the performance characteristics and/or objectives in the solicitation. Those offers that meet or exceed the stated performance characteristics and/or objectives will then be evaluated in terms of technical aspects above the minimum requirements that would be most beneficial to the Government. In particular, the Government is willing to trade-off on price for offerors that exceed the following performance work characteristics/objectives and/or period of performance: Expedited delivery of impact study report sooner than thirty (30) days after date of contract award. Offerors shall specify their delivery date of the final report within the technical proposal submission. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as processes or other information) necessary for the Government to determine whether the proposed effort meets or exceeds the performance characteristics and/or objectives of the requirement. Past performance will be evaluated based on information provided by the offeror as to past efforts similar of the proposed effort to industry or Government agencies. Past performance will consider the ability of the offeror to meet characteristics/objectives, delivery schedules. Offerors shall include a minimum of two (2) examples of previous similar work experiences/efforts. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
