- I. Introduction This request for information (RFI) is for information and planning purposes only and shall not be construed as an obligation on the part of Washington Headquarters Services (WHS). In order to proactively plan for future requirements, WHS is conducting market research to locate sources that are able to provide services for Kindergarten through College science, technology, engineering, and math (STEM) education and outreach programs and activities on behalf of the U.S. Department of Defense to help address the nation's need of a diverse, agile and highly competent STEM literate talent pool. All qualified, experienced, and capable sources are welcome to respond to this RFI. These include non-profits, universities, large, and small businesses (e.g., 8(a), service-disabled Veteran-owned small business, HUBZone small business, small disadvantaged business, Veteran-owned small business, and woman-owned small business). Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this RFI announcement. II. Background Based on past requirements, the Washington Headquarters Services Acquisition Directorate expects to receive planned and urgent requests for STEM education and outreach programs and activities from the Office of the Secretary of Defense (OSD). The tempo and scale of prior requests have ranged from small-scale, short notice events and demonstrations to long range, large scale, well-focused programs and activities with the potential for significant departmental impact and attendant high-level management attention. Additional requests will include assessment and evaluation which may incorporate literature searches, personal interviews, data collection, and written reports on the full range of STEM programs and activities. At this time no solicitation exists. Therefore, please do not request a copy of the solicitation. III. Instructions Interested sources having the capabilities necessary to perform the stated requirements may submit capability statements via email to Angela Hughes at angela.s.hughes3.civ@mail.mil. Teaming Arrangements: While teaming arrangements are encouraged, all responses that involve teaming arrangements shall include the requested information for each entity on the proposed team. This RFI will be posted in many different formats and locations in order to be seen by the widest audience possible. Only one submission is requested, even if you are receiving this request via multiple ways. The proposed North American Industry Classification Systems (NAICS) Code is 541611, which has a corresponding Size Standard of $15,000,000. The planned Product Service Code is R408, "Support-Professional: Program Management/Support." The Government will use this information for the purpose of develping the best acquisition strategy for any future requirement that may result from this RFI. Responses, in a Word, or Word compatible document, shall be limited to no more than 3 pages and must include no more than three specific examples of prior successful programs. Large-scale and small-scale examples of programs are of equal interest. Your capabilities should cover all of the types of services delineated in sections I and II above. Responses shall be submitted no later than Monday, November 9, 2015, 2:00 PM EDT. Capability statements will not be returned. Statements received after the due date will not be considered. Please ensure the following business information is provided: 1. DUNS Number 2. Company Name 3. Company Address 4. Company Point of Contact, phone number and email address 5. Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) 6. Point of Contact, phone number and email address of individuals who can verify the demonstrated capabilities identified in the responses 7. Responders should also include a statement about whether or not they have an approved Federally audited accounting system. If the responder has an approved accounting system, please provide the certification in which the accounting system was deemed adequate (e.g. the name of the audit agency and audit number). You may submit this as an attachment, which will not count towards the overall page limit. Please note: We will consider sources with or without an approved accounting system, but would like to have this information for planning purposes. IV. Conclusion WHS appreciates your assistance with this market research and emphasizes that this is for planning purposes only. This is not an invitation for bid, request for proposals, or other solicitation and in no way obligates WHS to award a contract. The sole intent of this RFI is to obtain capabilities for procurement planning purposes. Acknowledgment of receipt and telephone inquiries will not be honored. No payment will be made for responses. Respondents should clearly mark any proprietary information submitted in response to this RFI. WHS will not be engaging in telephonic discussions, presentations, or meetings, since we anticipate a large response to this request.
