Description
This purpose of this amendment to synopsis W560MY-15-R-0010 is answer additional industry questions: QUESTION 1: There are a few places in the document where in the Duties category (e.g. 5.8.1), it states "install and support..", and "Install and maintains...". This suggests that we are designing and building e.g. Local Area Networks, hardware and software. Is this your intention? We were under the impression this was a training and mentoring effort. Is there a design, build, install component as well? ANSWER 1: There is no design/build component to this contract. The contractor will be expected to install components (e.g., connecting computers to servers). QUESTION 2: Does the Government still anticipate releasing a draft RFP for this procurement? ANSWER 2: The Government does NOT anticipate releasing a draft RFP for this procurement. QUESTION 3: If the Government does plan to issue a draft RFP, what is the date the Government is currently targeting to release the draft RFP? ANSWER 3: The Government does NOT anticipate releasing a draft RFP for this procurement. QUESTION 4: When does the Government currently plan on releasing the final RFP for this procurement? ANSWER 4: The revised milestone for RFP release is 07 January 2016. ACC-RI anticipates a minimum 30 day response time. QUESTION 5: Will the USG consider a Cost Plus Incentive Fee contract vehicle using Best Value evaluation criteria? ANSWER 5: No. QUESTION 6: Will the USG please clarify if award on this contract will create an OCI with performance on other ANDSF contracts, namely W56HZV-15-R-0139? ANSWER 6: Award of this effort will not create an OCI with the stated RFP. QUESTION 7: REF PWS 1.6.5.3 & 3.6. Will the USG please describe the types of USG equipment to be safeguarded? Will the GFP attachment be provided along with the RFP? ANSWER 7: The GFP attachment will be provided with the RFP. QUESTION 8: REF PWS 1.6.8.1. Will the USG please clarify if individuals must be compliant with CENTCOM arming training and qualification standards prior to deployment or if training in country is allowable? ANSWER 8: Contractors must be trained and qualified prior to deployment and otherwise meet all applicable CENTCOM standards and requirements. QUESTION 9: REF PWS 1.6.8.8. Does the USG intend all HCN positions to be Key Personnel or only those in leadership positions? ANSWER 9: The USG does not intend for any HCNs to be in key leadership positions. QUESTION 10: REF PWS 1.6.11. Will the USG please clarify whether PWS 1.6.11 is referencing travel (PWS1.6.10) or data rights (PWS 1.36.12)? ANSWER 10: PWS 1.6.11 references Other Direct Costs. QUESTION 11: REF PWS 3.1.3. How will the USG address the necessary cost of safe houses during the proposal? ANSWER 11: The contractor must include that requirement within its price/cost proposal. QUESTION 12: REF PWS 5.8. Will the USG please clarify which ILR (i.e.4) or DLPT (i.e. 4/4/3+) standard will be the measure of fluency for all HCN and USN positions listed under section 5? ANSWER 12: The USG will not dictate the standard. It is incumbent upon the contractor to ensure personnel can speak, read, and write fluently all required languages as listed in the PWS. QUESTION 13: REF PWS 5.9 - PWS 5.15. Will the USG please consider adding the requirement for English proficiency to PWS 5.9.2, through 5.15.2, Qualifications for the 5.9 through 5.15 duties as English proficiency is required to perform Dari - English translation services? ANSWER 13: The PWS will be updated as requested. QUESTION 14: With respect to the transportation of U.S. personnel in and beyond Kabul, to what extant will the offeror be expected to (a) purchase and maintain its own fleet of vehicles for these transportation needs, and (b) provide security for such personnel while in transit? ANSWER 14: The offeror will be expected to provide its own transportation capability. QUESTION 15: REF PWS 1.6.8.8.5. It is very rare to find Afghans who can read, write and speak Dari, Pashto, and English fluently. As it will accordingly be nearly impossible to find 119 Afghans who meet these three language qualifications - in addition to meeting other position requirements listed in the PWS - will the USG reconsider PWS requirements for the HCN Advisor positions? ANSWER 15: The requirement to be able to read, write and speak Pashto will be deleted. QUESTION 16: REF. PWS 1.6.14. Can the USG clarify 'on-board' and the 'transition-in period'? It states that these activities will commence prior to the contract start date, so the winning vendor would not be under contract at that time. ANSWER 16: The winning contractor will not be required to commence work/incur costs prior to contract award. QUESTION 17: REF PWS Section 3. Paragraph 3 makes no distinction between U.S. and HCNs listed in the PWS as recipients of USG provided service and items. Is this correct or will HCN personnel be provided limited support? ANSWER 17: USG provided services will be clarified in the formal RFP. QUESTION 18: REF PWS 3.1.14. Is it expected that advisors will not need to provide their own transportation from their living quarters to the worksite and will travel as part of a USG convoy? ANSWER 18: No. QUESTION 19: Para 5 outlines numerous positions requiring knowledge of the CoreIMS application and other logistical procedures currently employed by the ANDSF. What training or materials will be provided prior to and after the contract start date to familiarize contractor personnel with the Core IMS application/system, system documentation, ANDSF SOPs, etc.? ANSWER 19: No training materials will be provided prior to contract award. During the transition period, training will be provided by a USG/contractor team. QUESTION 20: If an Afghan company is selected as a sub-contractor, what credentials (SAM registration, etc.) must that Afghan company possess to be authorized as sub-contractors? ANSWER 20: Subcontractors are not required to register in SAM. Contractors must abide with all applicable contract clauses and U.S./Afghan laws. QUESTION 21: What credentials will a U.S. company need to provide as part of the submission to demonstrate they are compliant with Afghan business registration requirements, such as a copy of the AISA license? ANSWER 21: Contractors will be required to submit proof of a current Afghanistan Investment Support Agency (AISA) business license that is in good standing. QUESTION 22: REF PWS 1.6.8.5 and 3.1. Is the USG providing life support and logistics to all contractor personnel - both U.S. and HCN - or simply to U.S. contractors? ANSWER 22: USG provided services will be clarified in the formal RFP. QUESTION 23: REF PWS 1.6.8.6. Would the USG consider providing a separate CLIN to price interpreters/translators? ANSWER 23: No. QUESTION 24: REF PWS 1.6.8.8 and Part 5. Could the USG please clarify which key personnel identified in this paragraph correspond to the specific positions in Part 5 of the PWS? The job titles in para 1.6.8.8 do not match Part 5 of the PWS. For instance, a Program Manager is identified in Key Personnel in para 1.6.8.8.1, and in part 5 of the PWS multiple positions are identified as Program Managers: Program Manager, Logistics Automation (para 5.1); Lead Program Manager, Logistics Information Management (para 5.2); Program Manager, Logistics Information Management (para 5.3); Program Manager, Inventory (para 5.4); Program Manager, Database Administration (para 5.5). ANSWER 24: A standardized naming convention has been adopted. PROGRAM MANAGER = USN responsible for management of the contractor program functions. MENTOR = USN contract employees employed under this contract and not a program manager. HOST COUNTRY NATIONAL (HCN) is a description of place of origin and is a consideration in certain legal and regulatory considerations. LOGISTICS SPECIALIST = Is a job description of personnel assigned under this contract who have attended and passed certain training requirements and are hired to perform jobs identified in Part 5 of the PWS. All Logistics Specialists are HCNs and all HCNs under this contract are Logistics Specialists. QUESTION 25: REF PWS 1.6.8.8.5. and Part 5. HCN advisors and analysts are identified as key personnel, but none of the positions as HCN jobs in Part 5 of the PWS include the terms advisor or analyst. Which HCN positions are considered key personnel? ANSWER 25: Please see the answer to question 24. QUESTION 26: REF PWS 1.6.8.7 and Part 5. Are the Program Management Office personnel referred to in this paragraph, in addition to those positions described in Part 5 of the PWS? If they are additive, do any of them require security clearances? ANSWER 26: Please see the answer to question 24. ACC-RI will not entertain any further questions regarding this requirement until further notice or publishing of the formal RFP, whichever occurs first. This synopsis neither constitutes a Request for Proposal or Invitation to Bid, and does not restrict the USG of an ultimate acquisition approach. This synopsis does not constitute a commitment on the part of the USG to award a contract, nor to pay for any costs incurred as a result of this notice.
