Section M - Evaluation Criteria BMDS CSM/CND Questions Template Section L - Instruction to Offerors Section L Attachments Draft BMDS CSM/CND RFP Section J Attachments The Missile Defense Agency (MDA) releases the Draft Request for Proposal (RFP), solicitation HQ0147-16-R-0008, "BMDS CSM/CND" (Ballistic Missile Defense System Cybersecurity Management / Computer Network Defense) contract under the Technical, Engineering, Advisory, and Management Support (TEAMS) acquisitions. MDA encourages industry input, comments, and questions to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities. Questions and/or comments are due to MDA no later than 1700 Central Time on October 20, 2015, and must be submitted to TEAMS_CSM-CND@mda.mil, subject line "Teams BMDS CSM/CND RFP." All questions should clearly identify the Attachment, page number, and paragraph the question is referring to, unless the question is a general question about the overall requirement. As you review the draft solicitation, you will see an opportunity to submit a request for an Organizational Conflict of Interest (OCI) determination. Reference Attachments L-05, L-12 and J-12. Questions concerning OCI as well as all OCI Disclosure forms should be addressed to TEAMS_OCI@mda.mil. This draft solicitation is for planning purposes only and does not commit the Government to any contractual agreements or arrangement.
