- Description
- Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a Firm Fixed Price (FFP) Basic Ordering Agreement (BOA) Order to current BOA N00019-15-G-0026 with Northrop Grumman Systems Corporation (NGSC), San Diego, CA, for the procurement of one (1) Radar Power Distribution Assembly (PDA), three (3) Cable Harness Assemblies, and nine (9) Radio Frequency (RF) Cable Assemblies to support the Vertical Takeoff and Landing Tactical Unmanned Aerial Vehicle (VTUAV) MQ-8B Fire Scout program. This action is being awarded on a sole source basis to Northrop Grumman Systems Corporation (NGSC) in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." NGSC is the sole designer, developer, manufacturer and integrator of the Vertical Take-off and Landing Tactical Unmanned Aerial Vehicle (VTUAV) MQ-8 Fire Scout system. As a result, NGSC is the only source with the requisite knowledge, experience, and technical data of the Fire Scout UAS design, operation, and maintenance requirements to successfully provide the necessary supplies and services on a timely and cost effective manner. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
