Description
This requirement was fulfilled by the authority in FAR 6.302-5(b)(4) sole source awards under the 8(a) program 15-U.S.C. 637. Below is the scope for this requirement: PERFORMANCE WORK STATEMENT Remedial Action - Construction Cape Romanzof Long Range Radar Site (LRRS), Alaska 11 August 2015 1.0 INTRODUCTION/BACKGROUND Cape Romanzof was one of the original 12 Aircraft Control and Warning sites built in the 1950s in Alaska as part of an air defense communications system (USACE 2013). In 1958, a White Alice Communications System (WACS) was activated and operated until 1979. The Cape Romanzof WACS was deactivated and replaced by an Alascom-owned satellite earth terminal in 1979 (USACE 2013). In 1982 and 1983, the remaining military personnel were inactivated and replaced by contractor personnel to maintain the Joint Surveillance System equipment. Personnel numbers were further reduced in 1985 when the Minimally Attended Radar (MAR) was activated. All unnecessary facilities were demolished by 1988. The Cape Romanzof LRRS currently serves as a MAR site and is part of the Alaska Radar System managed by the 611th Air Support Group. The United States Air Force's (USAF) Cape Romanzof LRRS is located within the Yukon Delta National Wildlife Refuge in western Alaska, approximately 540 air miles west of Anchorage, 165 air miles northwest of Bethel, and 170 air miles southeast of Nome. It sits on a small peninsula extending into the Bering Sea. The nearest towns to Cape Romanzof LRRS are Scammon Bay (population 498) and Hooper Bay (population 1,137), which are approximately 15 miles east and south, respectively. The communities are not connected to Cape Romanzof LRRS by road; however, winter trails provide some access to the facility. Cape Romanzof LRRS includes 4,900 acres of land that have been divided into two areas, the Lower Camp and the Upper Camp. The Lower Camp lies at the head of an alpine tundra valley next to intermittent streams, which drain into a perennial stream, Fowler (Nilumat) Creek. The Upper Camp is situated atop Towak Mountain, a high ridge directly above the head of the valley. The mountain top Upper Camp is linked to the Lower Camp by a gravel road and tramway year- round. This Performance Work Statement (PWS) defines work requirements necessary to complete Remedial Action - Construction (RA-C), for five (5) Environmental Restoration Program (ERP) sites at Cape Romanzof LRRS, Alaska: • LF003 - Landfill No. 2 (DBWT20157602) • SS016 - Upper Tram Terminal Area (DBWT20157602) • SS017 - Lower Tram Terminal Area (DBWT20157602) • SR018 - Small Arms Range (DBWT20157001) • OB942 - Open Burn Area (DBWT20158001) The contractor shall furnish all necessary labor, equipment, materials, and transportation necessary to perform the work described in this Performance Work Statement (PWS). The Contractor shall provide adequate professional supervision and quality control to ensure the accuracy, quality, and completeness, of the required work. All work shall be performed in accordance with all applicable federal, state, and local regulations as well as U.S. Air Force policies and procedures. The Contractor shall be responsible for identifying the applicable federal, state and local regulations that will affect this contract. All remediation activities are conducted under Alaska's Department of Environmental Conservation (ADEC) Alaska Administrative Code, Title 18, Chapter 75 (18 AAC 75), following guidance from the Comprehensive Environmental Response Compensation and Liability Act (CERCLA). 2.0 DESCRIPTION OF TASKS The Contractor shall be responsible for performing the work in the base tasks listed in Table 1 and described below. All work performed by the Contractor shall be designed and implemented in a manner which complements earlier and ongoing environmental investigations at Cape Romanzof. Monthly status reports consisting of a summary of work that was completed the previous month, work planned for future month(s), and other pertinent project information are required. These reports shall be submitted via email to the U.S. Army Corps of Engineers - Alaska District (USACE) Contracting Officer (KO), Contracting Officer's Representative (COR), and Project Manager (PM) no later than the 7th day of the calendar month following the month covered by the report. The Contractor shall submit a detailed schedule within ten (10) days of award of this contract showing the periods in which work will be performed and milestone dates to complete the planning, fieldwork, and reporting tasks. The project schedule shall be provided in a Gantt chart format and shall include dates for starting and completing critical features of the work. The Contractor shall update and resubmit the schedule when changes to the schedule are realized with each monthly status report submission. The Contractor shall arrange, prepare for, and participate in the following meetings: • Kick off meeting with USACE-AK KO, COR, and PM (assume one 2-hour meeting). • Technical Project Planning (TPP) Meeting (assume four 2-hour meetings in Anchorage) • Progress Meetings (assume eight 2-hour meetings). Presentation materials shall be prepared for these meetings. Materials shall be provided for review ten (10) days prior to each meeting. Meeting minutes shall be prepared by the Contractor and provided to the USACE PM within seven days of the conclusion of each meeting. There may be occasions when subsequent meetings may be called by either party to re-confirm mutual understandings and/or address contract deficiencies that may require corrective actions. 2.2 Task 2 - PCB and Lead contaminated soil excavation at sites LF003, SS016, and SS017 (DBWT20157602) Task 2.1 - Planning Documents The Contractor shall prepare a work plan (WP) that presents the approach and methodologies to be used to conduct the required work (Remedial Action Work Plan). The WP shall be developed in accordance with the procedures described in the Uniform Federal Policy for Quality Assurance Project Plan (UFP-QAPP) Manual. The WP shall describe in detail the quality assurance, quality control, and other technical activities that shall be implemented to ensure that quality data are collected to support project data quality objectives. The draft WP shall be submitted electronically to the USACE PM for review within sixty (60) days of contract award. The Contractor shall revise the draft WP as necessary based on all review comments received and submit a final WP within fifteen (15) days of receipt of review comments. The final WP shall be submitted both electronically (in native file and PDF formats) and as hard copies (five copies required). The Contractor shall develop and implement a written Safety and Health Program in accordance with guidelines specified in EM 385-1-1. The Contractor shall prepare an Accident Prevention Plan (APP) for the site; a Site Safety and Health Plan (SSHP) shall be included in the APP as an attachment. The APP may be submitted as part of the WP or as a stand-alone document. A draft APP shall be submitted electronically to the USACE PM within sixty (60) days of contract award. The Contractor shall revise these plans as necessary and submit a final APP within fifteen (15) days of receipt of USACE review comments. The final APP shall be submitted both electronically (in both MSWord and PDF formats) and as hard copies (two copies required). The WP and APP must be approved by the Government prior to the commencement of the fieldwork. All work shall be conducted in accordance with the approved plans. Task 2.2 - Remedial Action - Construction The Contractor shall complete RA-C of Cape Romanzof LRRS. The Contractor shall complete the activities outlined below for each site: Site RAC Activities LF003 • Approximately 375 tons of PCB and lead contaminated soil and approximately 38 tons of PCB contaminated sediment will be excavated and disposed of off-site in drums or Super Sacks®. SS016 • Approximately 525 tons of PCB and lead contaminated soil will be excavated and disposed of off-site in drums or Super Sacks®. SS017 • Approximately 300 tons of PCB and lead contaminated soil will be excavated and disposed of off-site in drums or Super Sacks®. The Contractor shall excavate, transport, and dispose of approximately 1238 tons of PCB and lead contaminated soil at an approved treatment/disposal facility. Surface soil and sediment with PCB concentrations ≥1 mg/kg and surface soils with lead concentrations of ≥400 mg/kg will be excavated and containerized for transport via barge to the Port of Seattle in Washington, and then via railcar to the Waste Management facility in Arlington, Oregon. An Approval to Transport letter shall be obtained from the Alaska Department of Environmental Conservation (ADEC) prior to transporting the soils. The Contractor shall collect soil samples to guide the excavation and characterize the soils for disposal purposes. Confirmation samples shall be collected from the excavation walls and the bottom of the excavation in accordance with ADEC Field Sampling Guidance. Soil samples shall be analyzed for PCB using Method SW8270 and analyzed for lead via Method SW6020. All confirmation samples and extent of final excavation boundaries and depths shall be surveyed. Analytical laboratories must be accredited under the National Environmental Laboratory Accreditation Program (NELAP) and the Alaska Department of Environmental Conservation Accreditation Program. Analytical data shall be reviewed and validated at an appropriate quality control level in a manner consistent with the most recent version of the Department of Defense Quality Systems Manual for Environmental Laboratories (DoD QSM) to determine whether the data meets the project objectives. The Contractor shall utilize cleanup approaches/methods that mitigate the amount of soil and debris generated for disposal. Contractor shall utilize proper handling, characterization, transportation, and disposal of all IDW generated as part of this PWS in accordance with applicable State and Federal regulations. Tons shall mean a short ton, or 2,000 pounds. Items measured as "ton" shall be weighed on an approved scale, to be furnished by the Contractor, which is accurate for the weight of empty and laden trucks anticipated in this project. The Contractor shall perform earthwork to restore the site after cleanup activities have been accomplished. This includes, but is not limited to backfilling, hauling, grading, contouring, and re-vegetating. The Contractor shall use a grass seed mixture approved for use in that region of Alaska. The Contractor shall restore roads that have been damaged by heavy machinery or impacted by site restoration operations. The Contractor shall remove all equipment and supplies brought onto the site and properly dispose of all wastes generated during the work activities. Prior to leaving the site, the Contractor shall participate in a site reconnaissance with an authorized Air Force/USACE representative to insure all on-site project objectives were met. Task 2.3 - Remedial Action Report The Contractor shall prepare and submit a pre-draft (for USACE and Air Force review only), draft, and final Remedial Action Report. The pre-draft Remedial Action Report shall be prepared for Air Force review no later than 90 days after the end of the field season and demobilization. All documents shall follow the requirements of the most recent version of the Manual for Electronic Deliverables (MED), USACE. The report shall include, but not be limited to, the following information: • Executive summary of fieldwork and results; • A narrative report describing activities undertaken to complete the project, including variances from the planning documents; • Tables, drawings, and figures to support the narrative report, summarize site data, show locations of field activities, and illustrate processes and decision matrices; • Appendices containing copies of all Visual Inspection Checklists; chemical data generated; copies of all permits; copies of waste manifests, waste profile sheets, certificates of disposal, and other pertinent documentation; copies of all field notes, logs, forms, and daily and other reports; and progress photographs; and • ADEC Laboratory Data Review Checklist completed and included with the Chemical Data Quality Review (CDQR). Analytical data will be reported in a Stage 3 data package. In addition, data will be reported in at Staged Electronic Data Deliverable (SEDD) 5.2 format. Optional Task 2A: Additional PCB and Lead contaminated soil excavation The Contractor shall excavate, transport, and dispose of PCB and lead contaminated soil in accordance with the PWS. This option may be exercised on a per ton basis 1,000 times. 2.3 Task 3 - Small arms debris and Lead contaminated soil excavation at Site SR018 (DBTWT20157001) Task 3.1 - Planning Documents The Contractor shall prepare a work plan (WP) that presents the approach and methodologies to be used to conduct the required work (Remedial Action Work Plan). The WP shall be developed in accordance with the procedures described in the Uniform Federal Policy for Quality Assurance Project Plan (UFP-QAPP) Manual. Surface soil with Pb concentrations ≥400 mg/kg shall be excavated, staged, manifested, and transported off-site to a RCRA‐permitted chemical waste landfill capable of managing RCRA regulated lead contaminated soil. An Approval to Transport letter shall be obtained from the Alaska Department of Environmental Conservation (ADEC) prior to transporting the soils. The Contractor shall collect soil samples to guide the excavation and characterize the soils for disposal purposes. This option may be exercised on a per ton basis 100 times. 2.4 Task 4 - Site Investigation at Site OB942 (DBWT20158001) Task 4.1 - Planning Documents The Contractor shall prepare a work plan (WP) that presents the approach and methodologies to be used to conduct the required work (Site Investigation Work Plan). The WP shall be developed in accordance with the procedures described in the Uniform Federal Policy for Quality Assurance Project Plan (UFP-QAPP) Manual. The WP shall describe in detail the quality assurance, quality control, and other technical activities that shall be implemented to ensure that quality data are collected to support project data quality objectives. The draft WP shall be submitted electronically to the USACE PM for review within sixty (60) days of contract award. The Contractor shall revise the draft WP as necessary based on all review comments received and submit a final WP within fifteen (15) days of receipt of review comments. Task 4.2 - Remedial Action - Construction The Contractor shall complete a Site Investigation at Site OB942, Cape Romanzof LRRS. The Contractor shall complete the activities outlined below for Site OB942: Site RAC Activities OB942 • Approximately 35 sample locations will be collected and analyzed for DRO, GRO, PAHs and BTEX. Additional COPCs (e.g. gasoline-range organics [GRO], diesel-range organics [DRO], and polycyclic aromatic hydrocarbons [PAH]) associated with burning activities may be present at OB942, but the presence of these analytes has not yet been investigated. The contractor shall provide a site investigation to include DRO, GRO, PAHs, and BTEX. The Site is approximately 8,000 square feet. The contractor shall assume 35 sample locations, 2 samples per location at depths of 6" and 2'. Analytical laboratories must be accredited under the National Environmental Laboratory Accreditation Program (NELAP) and the Alaska Department of Environmental Conservation Accreditation program. Analytical data shall be reviewed and validated at an appropriate quality control level in a manner consistent with the most recent version of the Department of Defense Quality Systems Manual for Environmental Laboratories (DoD QSM) to determine whether the data meets the project objectives. The Contractor shall utilize cleanup approaches/methods that mitigate the amount of soil and debris generated for disposal. Contractor shall utilize proper handling, characterization, transportation, and disposal of all IDW generated as part of this PWS in accordance with applicable State and Federal regulations. The Contractor shall remove all equipment and supplies brought onto the site and properly dispose of all wastes generated during the work activities. The pre-draft Site Investigation Report shall be prepared for USACE and Air Force review no later than 90 days after the end of the field season and demobilization. All documents shall follow the requirements of the most recent version of the MED. The report shall include, but not be limited to, the following information: • Executive summary of fieldwork and results; • A narrative report describing activities undertaken to complete the project, including variances from the planning documents; • Tables, drawings, and figures to support the narrative report, summarize site data, show locations of field activities, and illustrate processes and decision matrices; • Appendices containing copies of all Visual Inspection Checklists; chemical data generated; copies of all permits; copies of waste manifests, waste profile sheets, certificates of disposal, and other pertinent documentation; copies of all field notes, logs, forms, and daily and other reports; and progress photographs; and • ADEC Laboratory Data Review Checklist completed and included with the Chemical Data Quality Review (CDQR). Analytical data will be reported in a Stage 3 data package. In addition, data will be reported in at Staged Electronic Data Deliverable (SEDD) 5.2 format. Optional Task 4A: Additional Site Investigation The Contractor shall collect samples for analysis of DRO, GRO, PAHs, and BTEX in accordance with the PWS. This option may be exercised on a per sample basis 50 times. 3.0 PERIOD OF PERFORMANCE The Contractor shall commence work under this contract within 10 calendar days after the date the Contractor receives the Notice to Proceed (NTP). The contractor shall complete all work, including final reporting, for all base tasks, no later than 30 April 2017. 4.0 SUBMITTALS AND SCHEDULE Drafts of all documents shall be submitted by the Contractor for review and comment by USACE PM, AF PM and ADEC. The Contractor shall provide written responses to comments. The Government will only accept paper copy reports and electronic deliverables with no discrepancies between the two. All draft and final electronic deliverables (except for email only submittals) shall conform to the requirements identified in the 2011 Alaska District Corps of Engineers Environmental Manual for Electronic Deliverables. The Contractor will produce electronic deliverables (ERPIMS) consistent with the requirements at the following website: http://www.afcee.af.mil/resources/restoration/erpims/index.asp The Contractor shall procure the necessary permissions and software to produce and upload the required deliverable. In addition, the Contractor is responsible for uploading the data to the ERPIMS database, and making any required corrections to the data. Once the process is complete and the Final Deliverable has been accepted, the Contractor shall provide a copy of the correct and consistent ERPIMS deliverable and acceptance documentation to the Project Manager and the Contracting Officer. All analytical laboratory data packages generated during this investigation shall become the property of the Air Force. The hardcopy laboratory data packages shall be provided as a separate deliverable. The deliverable requires the submittal of a single; complete (including chromatograms) hard copy of each data package and a searchable pdf file of the data packages. The analytical electronic data deliverables shall be provided as part of the Remedial Investigation Report electronic deliverable and will include a pdf format data package (including raw data, see list of requirements in QSM Appendix DOD-A), the EDF 1.2a and SEDD 2a. All electronic analytical data packages will be accepted only if they are error free and match the hardcopy data package. The Contractor shall send a letter of transmittal listing the material being submitted with each submission. The letter shall reference the project by title. The Government must receive a complete submission before a review will be undertaken. Partial submissions will not be accepted without prior approval from the Contracting Officer. The Contractor is required to completely fill in all the information in the format using the following web address: https://cmra.army.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including subcontractors); (6) Estimated direct labor dollars paid this reporting period (including subcontractors); (7) Total payments (including subcontractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each subcontractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information; (11) Locations where contractor and subcontractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and subcontractor employees deployed in theater this reporting period (by country). As part of its submission, the Contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. The reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a Contractor's systems to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website. 6.0 AUTHORITY AND POINTS OF CONTACT The USACE Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to: (1) Direct or negotiate any changes in the Statement of Objectives or specifications; (2) Modify or extend the period of performance; (3) Change the delivery schedule; or (4) Otherwise change any terms and conditions of this contract. The USACE Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract. In the event the Contractor makes any changes at the direction of any person other than the USACE Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof. The Government will conduct periodic inspections of the Contractor's work to determine compliance with the requirements of this contract. The USACE Contracting Officer will notify the Contractor of any work that is determined to be noncompliant with the contract requirements. The Contractor shall take immediate corrective action after receipt of such notice. The USACE Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective actions have been taken. Distribution of data or reports to any other source is prohibited. The Contractor shall not make available to the news media or publicly disclose any data generated or reviewed under this contract.
