- N00164-16-S-NB04 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - SPARES, AND NON-WARRANTY REPAIRS FOR VISUAL AUGMENTATION SYSTEMS (VAS) - FSC 5855 - NAICS 33314 - Issue Date: 06 OCT 2015 - Closing Date: 09 NOV 2015 - 4:00 PM EDT The Government is issuing this RFI/sources sought announcement as part of market research in accordance with FAR 15.201(e). The Government is seeking information from vendors with the capabilities and facilities for Provisioned Item Ordering (PIO) Spares and Non-Warranty Repairs for the following Visual Augmentation Systems (VAS): Fusion Goggle System (FGS), Fusion Goggle Enhanced (FGE), Ground Panoramic Night Vision Goggle (GPNVG), Ballistic Sighting Module (BSM), Ruggedized Ultra Light Rangefinder (RULR), Clip-On Night Vision Device (CNVD-T), Mini Thermal Monocular (MTM), Coded Small Lightweight Laser Marker (CSLLaM) and Handheld Laser Marker (HLM). Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a firm-fixed indefinite delivery/indefinite quantity contract with a five year ordering period on a sole source basis to L-3 Insight Technology Incorporated, 9 Akira Way, Londonderry, NH, 03053 (Cage Code 0B107) for an estimated contract ceiling amount of $12.4M. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The Government is seeking information from companies mitigating the sole source basis listed above. The Government is seeking companies with the capabilities and facilities to provide for Provisioned Item Ordering (PIO) Spares and Non-Warranty Repairs for the following Visual Augmentation Systems (VAS): Fusion Goggle System (FGS), Fusion Goggle Enhanced (FGE),Ground Panoramic Night Vision Goggle (GPNVG), Ballistic Sighting Module (BSM), Ruggedized Ultra Light Rangefinder (RULR), Clip-On Night Vision Device (CNVD-T), Mini Thermal Monocular (MTM), Coded Small Lightweight Laser Marker (CSLLaM) and Handheld Laser Marker (HLM) or performance on other Government contracts with similar efforts. Responses should include availability, budgetary cost estimate, and lead time of the solution, as well as, whether a demonstration unit can be provided to expedite the decision making process. All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks, mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government(s) consideration. Per Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997): a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information received in response to this notice that is marked proprietary will be handled accordingly. NSWC Crane makes no implied or in fact contracts by issuing this RFI. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the NSWC Crane's view of the information received. Do not send any material that requires a non-disclosure agreement or identify information that is business sensitive. Responses to this notice will not be returned. Telephone calls/questions or inquiries will not be accepted. All information provided becomes U.S. Navy property and will not be returned. All proprietary information will be treated appropriately.
