- Signed Limited Source Justification THIS IS A SYNOPSIS, NOT A SOLICITATION FOR COMPETITIVE PROPOSALS. The Department of Health and Human Services (HHS), Health Resources and Services Administration (HRSA), Office of Operations (OO), Office of Acquisition and Management Policy (OAMP) on behalf of the Office of Information Technology (OIT) awarded a sole source acquisition to Sole Solutions, Inc. (SSI) for the purpose of obtaining maintenance and support services for correspondence, inter-agency agreements, and Freedom of Information Act document management using SSI's EPIC interface on the Strategic Work Information and Folder Transfer (SWIFT) systems. The anticipated period of performance is a one-year base period with one (1) one-year option period. Attached is a limited source justification for the sole-source contract. SSI is the uniquely qualified contractor to continue this requirement during a period of Department-wide transition for controlled correspondence. SSI - or the core members of its team - have been the only contractors to operate SWIFT in HRSA since 2002 and is the only vendor with the knowledge capable of maintaining current functionality and interoperability. During this period of transition, HRSA intends to continue using SWIFT, and SSI is the only vendor known to have a solution - EPIC - that is capable of interfacing with SWIFT and the latest versions of internet browsers. In addition, the Centers for Medicare & Medicaid Services (CMS) is under a contract with SSI for the EPIC interface and SWIFT support. CMS is the largest OpDiv that interacts with the Immediate Office of the Secretary (IOS) and would not be able to maintain current operations without ongoing interoperability. OIT determined that aligning with CMS' expected procurement timeframe will help HRSA ensure that standards are developed to enable ongoing interoperability with the Secretary's Policy System.
