Description

This is a Sources Sought Announcement only The Department of Veterans Affairs VA Central California Health Care System (VACCHCS) has a need for an Architectural/Engineering (A/E) firm to design an Audiology and Eye Clinic building in the Fresno, CA area. The VA is looking for a designer who can demonstrate significant experience in the delivery of a modern and reliable design. This project will construct a 12,950 GSF building to relocate the Audiology Clinic from the 3rd floor of Building 1, and the Speech Clinic/Eye Clinic from the 2nd Floor Building 1. Relocation and expansion of the above named clinical services will facilitate increased efficiency to patient flow, will provide for expansion of the Dental Clinic and the relocation of Surgical Specialty Clinics to the 3rd floor, and will allow for the Intensive Care Unit to be moved to the 2nd floor to be co-located with the Operating Rooms. The new structure will ensure adherence to the VA Standards for the following services: Audiology Services, Speech Clinic Services, and Eye Clinic Services. The contract will require a multi-discipline team with a background in hospital and health care environment design. The A/E firm shall have, at a minimum, the following licensed/registered specialty disciplines as members of the firm, or team, with expertise in their respective fields: architectural design, construction administration services, building systems design, interior and exterior renovations, landscape design, exterior surveys, geotechnical engineering, new building design, interior design, space programing, medical equipment installation, mechanical engineering, digital controls design, electrical engineering, low voltage systems engineering and design (security systems, data systems, etc.), IT/Data, construction cost estimating, hazardous material, plumbing, civil engineering, structural engineering, and fire protection engineering, and various evaluation and reporting services such as life safety reviews, environmental studies, and historic preservation studies. The A/E firm will be required to support the VA Central California Health Care System, Fresno, CA. The A/E firm shall have knowledge of the locality of the project. The VA is requesting the address of the A/E firm's closest office to the VA Central California Health Care System, Fresno, CA located at 2615 E Clinton Ave, Fresno, CA 93703, for market research purposes in determining how many small businesses are within the vicinity. At this point in the procurement process, the Department of Veterans Affairs is performing market research to determine if sufficient competition exists in one of the following Socio-economic categories; Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, Hub zone Small Business, Small Disadvantage Business (8(a)), and Small Business.
