- This is a Sources Sought Synopsis announcement, for market survey information only, to be used for preliminary acquisition planning purposes. No proposals are being requested and none will be accepted in response to this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers, Kansas City District has been tasked to solicit and award a Design-Bid-Build Solicitation primarily for the refurbishment of the Intake Gates, Intake Bulkheads and Draft Tube Bulkheads at the Harry S. Truman Power House near Warsaw Missouri. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this Market Research and Sources Sought Notice is to determine if there are adequate contractors to provide adequate competition to compete and perform a firm fixed price construction type contract. It is anticipated that the work may be split into multiple contracts. A brief synopsis of the contracts is as follows: Contract #1 - Lifting Beams and Intake Bulkhead Refurbishment: Lifting Beams - Qty 3, 2 for Intake Gates (IG) - only 1 offsite at a time and 1 for Draft Tube Bulkheads (DTB). General work outline: 1. Remove and transport lifting beams as required. 2. Media Blast all weld areas and perform weld inspection using a certified weld inspector and submit report for review and approval. Note: The lifting beam is coated with lead based paint. 3. Perform weld repairs as directed by the government. 4. Media blast and touch up paint on lifting beams. 5. Reassemble and test lifting beam components. Intake Bulkheads - Qty 2 - General work outline: 1. Move intake bulkheads into gate repair pit for repairs one at a time, as necessary. 2. Perform weld repairs as directed by the government. 3. Media blast and spot repair paint (5-E-Z) around weld repairs on intake bulkheads. 4. Remove intake bulkheads from gate repair pit and place in intake bulkhead slots. Contract #2 - Intake Gate (IG) Refurbishment: QTY - 12 - Only 2 can be refurbished at a time. There are a total of 12 Intake Gates (IGs), (two per generating unit) located at the Truman Power Plant facility in the gate slots. A complete IG is composed of three sections that are bolted together with splice plates utilizing fitted bolts. The gates were fabricated from ASTM A36 steel. The intake gates are vertical lift, tractor roller train, multi-section structures with downstream seals and upstream skin plates. The IG structural components consist of a skin plate, built-up web/flange that forms tee-sections and intermediate diaphragms. Each assembled IG measures approximately 22 feet wide by 42 feet high and 2.75 feet in depth. Each assembled intake gate weighs approximately 114,000 pounds. General work outline: 1. Contractor to coordinate and install intake bulkheads to allow removal of the intake gates. 2. Disconnect hydraulic module from operating cylinder and move to designated government storage area. Note: All electrical work requiring removal / disconnection / reinstallation for work in this contract will be performed by the government. 3. Remove gate stem and guide brackets for each gate. 4. Remove each assembled intake gate for transport to offsite location for repair. (A storage yard at Truman Lake is available for contractor use to blast, weld, and paint the Intake Gates, yet the contractor has the option of transporting the gates offsite if desired). 5. Media Blast all weld areas and perform weld inspection using a certified weld inspector and submit report for review and approval. 6. Perform weld repairs as directed by the government. 7. Fabricate new guide shoes for all gate sections. 8. Fabricate new fitted bolts for all guide shoes. 9. Media blast and paint (5-E-Z) all gate sections. 10. Install new guide shoes with fitted bolts. 11. Provide and install new rubber seals. 12. Install Government furnished anodes. 13. Disassemble, inspect and refurbish roller trains with new components as directed by Government. 14. Provide (1) new roller train assembly. A New roller train assembly is to be utilized for replacement parts on existing roller train assembly, as needed. 15. Transport refurbished intake gate back to gate slot. 16. Install assembled refurbished intake gate into gate slot using government intake gantry crane. 17. Install and reconnect stem, guide brackets and hydraulic module. 18. Perform operational testing per contract documents. Contract #3 - Draft Tube Bulkhead (DTB) and Dogging Device Refurbishment: Qty - 12 assemblies - only 8 assemblies can be taken off site at a time. There are a total of 36 draft tube bulkhead (DTB) sections (six per generator unit). They are located at the Truman Power Plant facility on the draft tube deck and in the draft tube bulkhead slots. Three bulkhead sections (top, middle and bottom) are connected to form a DTB assembly, and each generating unit has two DTB assemblies. The three (3) draft tube bulkhead sections in a passageway slot are connected together by four (4) pins and four (4) latching eyes. The bulkheads were fabricated from ASTM A36 steel. The DTB structural components consist of a skin plate, built-up web/flange that form tee-sections and intermediate diaphragms. Each bulkhead section measures approximately 20.5 feet by 11.25 feet high and 2 feet in depth. Each bulkhead section weighs approximately 23,000 pounds. DTB general work outline: 1. Remove and transport sections as required. 2. Media Blast all weld areas and perform weld inspection using a certified weld inspector and submit report for review and approval. 3. Perform weld repairs as directed by the government. 4. Fabricate new guide shoes for all bulkhead sections. 5. Fabricate new fitted bolts for all guide shoes. 6. Modify existing lifting lugs on all top and middle draft tube bulkhead sections. 7. Media blast and paint (5-E-Z) all draft tube bulkhead sections. 8. Install new guide shoes with fitted bolts. 9. Provide and install new anodes and rubber seals. 10. Deliver refurbished DTB's and test. Dogging Device general work outline: 1. Dissemble and remove existing dogging devices. 2. Perform ground penetrating radar (GPR) to determine and mark rebar locations in the dogging devices slots in the vicinity of the new anchors to be drilled into the concrete. 3. Fabricate new dogging devices based on the location of embedded rebar and the contract documents. 4. Media blast and paint per contract documents. 5. Install new dogging devices per contract documents. 6. Test load each set of dogging devices using a bulkhead section. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 237990. Prior Government contract work is not required for submitting a response under this sources sought synopsis. The following information is requested in this Sources Sought (SS): 1. Firm's name, addresses, point of contact, phone number, and e-mail address; 2. Firm's interest in providing a proposal on any or all of the pending solicitations once issued; 3. Experience: Evidence of capabilities to perform comparable work in the area welding, weld inspection, painting, or other relevant work. 4. Firm's capability to perform a contract of this magnitude and complexity; 5. Firm's business category and business size (Large Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Women Owned, Service Disabled Veteran Owned Small Business (SDVOSB) and Historical Black Colleges and Universities/Minority Institutions (HBCU/MI)); 6. Firm's Joint Venture information, if applicable; Interested offerors shall respond to the Sources Sought Synopsis no later than October 23, 2015 at 2:00 PM (CST).
