October 6, 2015 PRE-SOLICITATION NOTICE Solicitation No.: SGE500-16-R-0001 The American Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: RENOVATION OF CONSULAR WAITING AREA AND TELLER WINDOW LINE, U.S. EMBASSY MADRID, SPAIN The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Type Contract during the first quarter of fiscal year 2016. This Project includes, but is not limited to: removing an existing door in the hardline of the Consular Affairs (CA) teller window line and replacing with a new USG provided teller window. A new accessible privacy booth will be constructed. The existing cashier cage will be relocated to accommodate the adjusted floor plan and its teller window will be salvaged and reinstalled. The FE/BR glazing around the entry vestibule and unused receptionist booth will be removed leaving only the FE/BR glazing and door to enter the waiting area. The floor in the former receptionist booth will be leveled to match the waiting area and all floor finishes will be replaced. The TV shelf will be removed. Conduit and wiring for a future Q-Flow system will be installed and added as an optional CLIN for this contract due to unknown impact on construction schedule. The price range for this project is between $250,000.00 and $500,000.00 U.S. Dollars, for the entire project. The Solicitation documents will not be posted in FBO; any company interested in receiving hardcopies of the solicitation must express their interest by written correspondence, as quickly as possible, but no later than Sunday, October 25, 2015, at both email addresses: CubittDA@State.gov and FrankfurtRPSO@State.gov, and MUST include the following information: Solicitation Number, Name of Firm, Name of contact person, Telephone and Fax Numbers, and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm. DO NOT TELEPHONE. A Pre-Proposal Conference is planned to be held in the U.S. Embassy Madrid, during the third week of November 2015; time and address shall be provided with the solicitation package. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Spain. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures. APPLICATION FOR SOLICITATION DOCUMENTATION CHECK LIST Please ensure that your company is able to reach compliance with the following requirements included in the solicitation. Business Licenses to Work in Foreign Country: In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999) you will be required to provide written certification that authorization to operate and do business in Spain, has been (or can be) obtained. You will be required to provide information that clearly shows you are able to work in the country of Spain. Any entry or work visa issues are required to be discussed, with a plan to mitigate any risk identified. Irrevocable Letters of Credit (ILOC): You shall show by way of a letter from a financial institution that your company will be provided with ILOCs totaling 40% of the value of the contract. The amounts being approved by your bank will need to be written into the documentary proof.
