- This Sources Sought/Request for Information (RFI) is posted for planning and market research only. This RFI does not constitute a Request for Proposal, Request for Quote, or Invitation for Bids. This RFI does not commit the Government to issue any type of solicitation or award a contract. This RFI does not restrict the Government from a particular acquisition approach. The Government will not reimburse any respondent for any cost associated with information submitted in response to this Sources Sought RFI. The Smart Integration Manager Ontologically Networked (SIMON) is a framework for rapidly designing information sharing applications, developed by SRI International primarily under a contract with the U.S. Navy. SIMON applications are designed to federate data and capabilities across and between enclaves, while providing fine grained entitlement and control to data owners - allowing them to determine exactly how and when their data is shared. The SIMON framework has been used to build operational situational awareness and information processing/sharing systems for US SOUTHCOM, DHS, and the Naval Research Lab. Unity is an application of the SIMON framework designed to ingest data related to international development missions in disparate formats from US military combatant commands (COCOMs), USAID, and international partner organizations. The Unity system is intended to identify linkages and associations in this data and to display them along with contextual reference data to highlight potential areas of overlap in the underlying international development activities as well as gaps relative to the overarching development objectives. This effort will require the development of updates, improvements, and enhancements to the SIMON framework in order to facilitate the necessary changes to the User Interface, data ingestion capability, and collaboration toolset of the UNITY system to meet operational requirements for improved utility, greater capacity for simultaneous use, and to ease transition from the development network to the new cloud based environment. The Contractor shall possess the following skills, knowledge, and experience: pre-existing expertise and software development experience making use of Open Standards and producing Open Architecture (OA) based software products. Experience developing web accessible cloud-based applications with Identity Management capabilities based upon prevailing open standards. Proficiency with the Smart Integration Manager, Ontologically Networked (SIMON) framework and the technologies employed therein. The Contractor shall have experience providing training for the installation, use, and administration of advanced web and cloud based technologies. The Contractor shall have experience producing technical documentation suitable for use as a learning aid as well as functioning as a guideline for the general installation, use, and administration of advanced web and cloud based technologies.
