- Description
- The General Services Administration (GSA), Public Buildings Service (PBS), has a requirement for the construction of a new Fajardo Marine Unit facility located at the former U.S. Naval Station Roosevelt Roads, near the town of Ceiba, Puerto Rico, for the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Air and Marine (OAM). The project is for a new facility to support the law enforcement mission in Ceiba, Puerto Rico, known as Parcel #46, on land formerly called Naval Station Roosevelt Roads (NSRR). The DHS now owns this parcel of land of approximately 7,646 square meters, equivalent to 1.89 acres. The new construction will consist of an occupiable 3,686 square foot, two-story building to serve a population of approximately 12 staff personnel, an exterior 15-space parking area, a boat maintenance/storage hangar with hurricane tie-downs, outdoor lighting, and a permanent perimeter fence, as well as physical security equipment and infrastructure. Portions of Parcel 46 are located in a floodplain and on fill. Findings from a Phase II Environmental Site Assessment of Parcel 46 indicate a low concentration of petroleum contamination in site groundwater and soils. More recent samplings of the area have shown that there is no contamination currently in the site's groundwater or soils. Nonetheless, all activities shall abide with the land use restrictions. The Environmental Assessment resulted in a Findings of No Significant Impact (FONSI). Although the project will not seek Leadership in the Energy and Environmental Design (LEED) certification with the U.S. Green Building Council (USGBC), the LEED rating system New Construction is also used as a reference and guideline for the practical implementation of the sustainable design criteria in design and construction processes. The contractor will be required to work with the U.S. Government and the local Puerto Rico government to ensure compliance with all applicable requirements and codes. The North American Industry Classification System (NAICS) for this acquisition is 236220, Commercial and Institutional Building Construction. The scope of work includes all labor, materials, and equipment required to provide construction and other related services necessary to construct a facility compliant with all applicable codes. The 100% design documents (plans and specifications) will be included in the solicitation. Project Duration: The total period of performance for the construction is twelve (12) months or less. Payment and performance bonds and insurance must be submitted and accepted by the Government before notice to proceed with the construction can be issued. Project Magnitude: The project is expected to fall within the price range of between $1,000,000 and $5,000,000. Note that the magnitude of the project is required to be disclosed in accordance with FAR 36.204; however, this range is not a reflection of the Government's budget. Competition: Restricted. This acquisition is set aside 100% for small business. The small business size standard associated with NAICS 236220 is $33.5 million (effective August 22, 2008). Procurement Strategy: A competitive solicitation will be issued which will outline the evaluation factors developed in accordance with FAR 15.304. This negotiated acquisition will be accomplished using source selection procedures. One firm-fixed-price contract will be awarded to the firm whose offer has been determined to be the best overall value to the Government. The Government reserves the right to make an award based upon initial offers without discussions. Therefore, the offeror's initial proposal should contain the offeror's best terms, conditions, and pricing. A solicitation will be issued on or about October 22, 2015. A site visit and a Pre-Proposal Conference (on or near the site) will be held in Ceiba, Puerto Rico, approximately two weeks following the issuance of the solicitation. The date, time, and location of the conference will be included in the RFP. It is the offeror's responsibility to monitor the Federal Business Opportunities website at www.fbo.gov for the release of any amendments to the solicitation. In accordance with FAR 4.1102, prospective contractors shall be registered in the System for Award Management (SAM) database, a Federal Government owned and operated free web site, prior to award of a contract. Offerors must also file their Annual Representations and Certifications online in SAM. The SAM website for registration is: www.sam.gov.
