Description

Virtual Care Remediation/Enhancement and Release Request for Information (RFI) Introduction: This is a request for information (RFI) only. Do not submit a proposal or quote. As a part of the Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) market research process, this RFI will be used to assist the Government in the development of an acquisition strategy to procure development, enhancement, and remediation support services for virtual care technologies (mobile health applications (apps)). This RFI is not to be considered binding or in any way obligate VA to perform. Although VA has identified questions of particular relevance, the Government welcomes comments or suggestions on any part of this document. Responses to this RFI are requested by 3:00PM Eastern Standard Time (EST) on October 22, 2015. Scope: A draft Performance Work Statement (PWS) is attached for your reference. Vendor Capabilities Response: In order to help formulate a Virtual Care Remediation/Enhancement and Release Request for Proposal, VA is requesting interested and knowledgeable Vendor feedback on the following: 1.Name of Company: a.Cage code and DUNS Number: b.Address: c.Point of Contact: d.Phone Number: e.Fax Numbers: f.Email Address: g.Any applicable schedules (General Services Administration (GSA), Mission Oriented Business Integrated Services (MOBIS), Veterans Technology Services (VETS) Government wide Acquisition Contract (GWAC), etc.) 2.Could your company independently provide the entire range of services called for in the PWS? ____ YES ____ NO a.If you answered NO to question (2), what services called for in the PWS could your company provide? 3.Does your company plan to be the prime contractor or subcontractor for this effort? 4.Please provide details regarding proposed joint ventures, teaming arrangements, strategic alliances or other business arrangements to satisfy requirements of the entire PWS. Small businesses are encouraged to identify teams whereby each team member is considered small business based upon the proposed North American Industrial Classification System (NAICS) code of [applicable NAICS code]. 5.Is your company currently providing similar services to another government agency or other non-government customer? If so, please identify the agency or non-government customer. For more information refer to http://www.sba.gov/. 7.Please provide positive or negative feedback regarding the PWS such as recommended changes, noted exceptions, ambiguities, etc. 8.Provide any other pertinent information as deemed necessary to demonstrate your and any proposed team member's capabilities and prior experience as it relates to the requirements set forth in the PWS. 9.Is your firm currently registered in VA's Vendor Information Pages (VIP) database? Yes ____ No ____ 10.Based on your experience with previous and similar projects, what are some of the critical success factors and lessons learned that VA should consider as part of its planning? 11.What are the significant cost drivers in the VA requirement? 12.Describe the capabilities/qualifications/skills your company possesses to perform the work, to include but not limited to the following: a.A brief summary of your recommended approach, incorporating Agile development techniques while controlling cost and scope. b.A brief summary of your understanding of the VA's Mobile Application Development Workflow. c.A brief summary of your recommended approach to creating a Work Breakdown Structure (WBS). d.Your recommended VA Technical Reference Model (TRM) approved Project Management tool. Specific Response Instructions: Please submit your response to this RFI in accordance with the following: 1.Provide the Vendor Capabilities Response which encompasses items 1 through 12 and any sub-items in less than 20 pages (excluding transmittal page). 2.Submit your response via email to the Contracting Officer, Sharon Fernandes, at Sharon.Fernandes@va.gov and the Contract Specialist, Cara DiNocera at Cara.DiNocera@va.gov. 3.Submit your response no later than 3:00PM EST on Thursday October 22, 2015. 4.If there are any vendor questions regarding the requirement, the Contracting office will coordinate a comprehensive response and post to Federal Business Opportunities Page (FedBizOps). 5.Mark your response as "Proprietary Information" if the information included is considered to be business sensitive and/or includes trade secrets. Road Ahead: Responses to this RFI by interested parties will be used as part of market research by VA representatives to develop requirements for VA Virtual Care Remediation, Enhancement and Release PWS. In accordance with FAR 15.201(E), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this RFI will be the outcome of a competitive process. This announcement is based upon the best information available, is subject to future modification, is not a request for proposal, and in no way commits the Government to award of a contract. The VA will not be responsible for any costs incurred by responding to this RFI. CAUTION TO OFFERORS: Please note that due to Organizational Conflict of Interest concerns, any contractor or subcontractor performing work under the outlined FY15 awarded actions for support of mobile applications for the Office of Information and Technology or its sponsor, the Connected Health Office, shall be prohibited from any resulting award of the Remediation, Enhancement, and Release support due to impaired objectivity which cannot be mitigated. In addition, currently an award is pending under a solicitation for Clinical Knowledge Management Support for the Connected Health Office and any contractor or subcontractor that may be awarded a contract resulting from the acquisition shall also be prohibited.
