Section L Instructions for Offerors Past Performance Questionnaire Vehicle Delivery Instructions Certificate of Insurance Criminal History Section J Attachments Pandemic Flu Section B Line Items Section M Evaluation Criteria Task Order History for Construction Management Wage Determination Standard Form 33 with Clauses Request for Proposal RFP150012. Requirement initially synopsized on FEDBZOPPS as Solicitation REQNGA150173, posted on August 26, 2015 as a Special Notice for Construction Management Industry Day. The Architect of the Capitol (AOC) is soliciting offers from experienced and qualified Business Concerns capable of to maintain and repair the buildings, building structures and grounds of the U.S. Capitol complex; conserve and repair historical objects and artwork; and support the overall functions of the AOC as a Legislative Branch agency. The Technical Proposal shall be organized in accordance with the following format to facilitate evaluation by the Government. The Technical Proposal shall be subdivided into two (2) parts: Part A - Minimum Requirements and Part B - Evaluation Factors. Part B will be subdivided into four (4) subsections: Past Performance, Corporate Experience and Expertise, Management Approach, and Key Personnel. The Government intends to award two (2) contracts to the responsible Offerors whose proposals are the most advantageous to the Government, price and other factors considered. There will be two (2) award tracks: (1) Unrestricted and (2) Small Business. Consequently, the procurement schedule and award decisions on one track will not affect the other track. The Government intends to make one (1) contract award under both tracks. Within each track, the source selections will be conducted as separate and distinct evaluations. NAICS Code 236220 is applicable to this acquisition with a Business Size Standard of $36.5 million. Solicitation documents are attached to this synopsis on FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. Rules concerning the makeup of teams in the small business track: For evaluation purposes, the core team is one (1) small business prime plus up to four (4) other small businesses. The Prime does not have to be teamed with other firms from the same small business category as long as the team members are 'small' under the size standard corresponding to the NAICS codes for this contract. The Core Team must remain together for the life of the contract (base period and option) except for extraordinary circumstances and with the Contracting Officer's consent. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing, in regards to the solicitation documents prior to the scheduled site visit. Solicitation number RFP150012 has been assigned and shall be referenced on all correspondence regarding this announcement and solicitation.
