- McAllen Centralized Processing Center (CPC) The U.S. Army Corps of Engineers, Galveston District Office requires a contract in which the contractor shall provide labor, equipment, and materials to convert 22,000 square foot (SF) warehouse into various admin office spaces, multiple processing spaces, and several detention holding spaces. Construction will also include plumbing/ sewage line additions to include city utility connections, security/ data system, detention grade toilet/ sink fixtures to include exhaust system, fire protection systems, and supporting furnishing for all spaces. Also, HVAC (Variable Refrigerant Flow) and back-up generator system will be provided for the 22,000. This synopsis is not an obligation of the Government and all information sent in is voluntary. The Solicitation will be a Firm-Fixed Price, Invitation For Bid (IFB). This is a Total Small Business Set-Aside. The North American Industrial Classification System (NAICS) Code applicable to this project is 236220. The Small Business Size is $36.5 Million. The Solicitation number is W9126G-15-B-0029 and you will have 30 days to submit a proposal once the Solicitation is released on or about 6 Nov 2015. There will be no Options. Response date is targeted for 6 Dec 2015 @ 2:00 PM (Local Time). The contractor must understand Homeland Security Presidential Directive 12 (HSPD-12) card access requirements as it pertains to physical access control systems. Also, the contractor must have an understanding of detention grade hardware and state/ local permitting process. This project is located in McAllen, Texas and shall not exceed 240 calendar days in total duration at cost of between $5M to $10M. Due to the project complexity and site restrictions, it is highly recommended that all contractors interested in submitting a proposal attend the site visit. Site visit date to be determined (TBD), but will be conducted between 0900 to 1500 at the site in McAllen, Texas. All personnel attending the site visit will meet on site at the McAllen Central Processing Center. Do to the sensitive operational requirements, all personnel will have to be vetted (background checks) prior to the site visit. AT NO TIME WILL CONTRACTORS BE ALLOWED TO VISIT THE SITE OUTSIDE THE PRE-DETERMINED SITE VISIT TIME, THIS IS A 24/7 U.S. BORDER PATROL OPERATIONAL FACILITY AND ANY UNAUTHOZED PERSONNEL WILL NOT BE ALLOWED ON SITE. Photos will be allowed with certain restrictions that will be covered during the site visit. The following vetting information is required for all personnel attending the site visit. (Note: this is a U.S. Department of Homeland Security facility and uses different vetting requirements outside of U.S. Department of Defense): -FULL NAME -DATE OF BIRTH -LAST FOUR SOCIAL SECURITY NUMBER -HOME ADDRESS -DRIVERS LICENSE NUMBER AND STATE OF ISSUE Personnel not vetted will not be allowed on the site, all personnel that do not pass the vetting process will not be allowed on site. All vetting information shall be emailed to Richard Bowles (richard.l.bowles@usace.army.mil) and Bertram Scott (Bertram.r.scott@usace.army.mil) by 1600 on 30 October 2015. All vetting information will be verified one week prior to the site visit and personnel that DO NOT CLEAR the vetting requirements will be notified at that time.
