Description

This is not a request for competitive proposals. This is a notice of intent to sole source a national Blanket Purchase Agreement (BPA) for enterprise-wide software and hardware maintenance services for the Innovian © ARK System, for base year and four (4), one (1) year options. The Government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The proposed action is to obtain software and hardware maintenance services for the Innovian © ARK System. VHA has previously purchased and installed Innovian © ARK perpetual software licenses and hardware from Draeger Medical, Inc. Innovian © Anesthesia software is a robust ARK System with an Innovian ©-end Veterans Health Information Systems and Technology Architecture (VistA) interface that enables real time bi-directional exchanges of data in VistA both in batch and real time. The Department of Veterans Affairs uses Innovian © Anethesia software for electronic documentation in anesthesiology environments. The Innovian © Anesthesia software and hardware, produced and developed by Draeger Medical is a proprietary product. Draeger Medical does not have affiliation or agreements in place with any authorized resellers to resolve technical problems and/or obtain Draeger Medical, Inc. software updates; therefore, Draeger Medical is the only one responsible source that exists to obtain this vital support. The proposed source for this acquisition is the: Draeger Medical, Inc. 3135 Quarry Road Telford, Pennsylvania 18969 The North American Industry Classification System (NAICS) code established for this requirement is 541511 Custom Computer Programming Services and size standard is $27.5 million. This notice is being published for information purposes only and is not a request for competitive quotations. Any notice received must show clear and compelling evidence that competition would be advantageous to the Government. However, any quotations received by the response date specified in this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
