- NASA Ames Research Center (ARC) has a requirement for Avcoat thermal protection materials and associated engineering services to support the continued development of the Orion Thermal Protection System (TPS) heat shield. The heat shield protects the space vehicle and its occupants during re-entry into the Earths atmosphere. NASA/ARC intends to purchase the Avcoat materials and associated engineering services from Textron Systems of Wilmington, MA under the statutory authority of 10 USC 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In 2009, as a result of several competitive procurements, and after extensive testing and evaluation of many TPS candidate materials, NASA selected Textrons Avcoat as the heat shield material for the Orion spacecraft. Textron has been, and still is the only producer of the Avcoat material. In February 2011, NASA ARC awarded contract NNA11AA23B to Textron, and that contract will end in February 2016. The Orion Program Office Insight/Oversight team is led by NASA Johnson Space Center (JSC) to oversee the continued development of the Avcoat heat shield.ARC is working with JSC on the Insight/Oversight team amongst other NASA centers, and ARC has the responsibility of procuring Avcoat materials for required testing by NASA. The Textron Avcoat heat shield successfully protected the Orion Flight Test spacecraft on December 5, 2014, and another orbital flight test, EM-1, is scheduled for 2018. ARC has been given Orion Program direction to continue to procure additional Avcoat materials and associated engineering services to conduct further testing and analysis of Avcoat. Thus it is necessary to negotiate and award a follow-on contract with Textron in order for ARC to support Orion heat shield development for future Orion missions. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00p.m. Pacific time on October 22, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
