- Sources Sought Template (Intent to Purchase on Sole-Source Basis) FROM: Veronica A. Ward/ 409 SCMS/GUME TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Intent to sole-source purchase of Feeder Housing Assembly (NSN 1005-00-275-5748), Transfer Housing (NSN 1005-01-190-9802), Inner Drum (NSN 1005-01-061-3790) SUBJECT Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the NSN's included on PR FD2060-16-00085. ITEM DESCRIPTION NSN 1005-00-275-5748: This Feeder Housing Assembly is used on the F-15 and F-16 M61A1 20mm gun system. The feeder assembly, a single sprocket and shaft assembly, mounts to the feed side of the M61A1 gun. A timing pin times the feeder assembly to a timed M61A1 gun. Drive power is delivered through the feeder gear assembly which meshes with the aft rotor gear assembly. The feeder assembly has guide bars with longer guiding fingers on the unload side to assist in hand-off between the gun and the unload drive assembly. NSN 1005-01-190-9802: This Transfer Housing Assembly is used on the F-16 M61A1 20mm gun system. The transfer unit is attached to the M61A1 gun and is gear-driven by the gun. Gear-driven sprocket assemblies and guides within the transfer unit maintain positive control of the rounds and conveyor elements passing through the transfer unit. The transfer unit removes rounds from the conveyor, places the rounds into the extractor lip of the gun breech bolts, receives expended cases and unfired rounds from the gun breech bolts, and places them in the conveyor. NSN 1005-01-061-3790: This inner drum (or helix) is used on the A-10 30mm gun system. The inner drum is an integral part of the ammunition handling system attached to the GAU-8 gun. This is a welded assembly with a mounting ring at each end. The end rings provide the means of mounting the scoop disc assemblies. Sheet metal leaves are welded to the outer surface of the core to form a double-lead helix. When the inner drum is rotated, the helix moves the rounds along the drum partitions. Round guides, located on the helix leaves, contact the projectile, case neck, and the portion of the case at the extreme diameter of the helix to provide control of the live rounds and spent cases. Impediment to Competition General Dynamics-OTS (Cage 05606) is the only currently approved source for NSN's 1005-00-275-5748, 1005-01-190-9802, and 1005-01-061-3790. GD-OTS has extensive knowledge of the quality requirements necessary to produce these items and was responsible for the entire design, as well as verification testing, during which it was discovered that if this item is not precisely machined the gun system will jam. The US government does own a complete but insufficient TDP for this item. Dimensional differences have been identified between two dimensional drawings and the three dimensional models in the solid modeling effort. This is an example of why a solid modeling effort and subsequent model verification is underway. Following fabrication and testing of this item, changes to the solid model may be made at which time the TDP would then be considered complete and sufficient. Efforts are currently in place and are still in progress to update this TDP but have not yet been verified. This item is government unique and non-commercial. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to General Dynamics-OTS for the manufacture of the Feeder Housing Assembly is used on the F-15 and F-16 M61A1 20mm gun system ( NSN 1005-00-275-5748), the Transfer Housing Assembly is used on the F-16 M61A1 20mm gun system ( NSN 1005-01-190-9802) and the inner drum (or helix) is used on the A-10 30mm gun system ( NSN 1005-01-061-3790). Other interested parties may identify their interest and capability to respond to the requirement no later than 14 October 2015 to Veronica Ward via email ( veronica.ward@us.af.mil ) or to dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
