- The National Aeronautics and Space Administration (NASA) Marshall Space Flight Center (MSFC) is seeking capability statements from all interested parties, including Large, Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the Engineering Services and Science Capability Augmentation (ESSCA) acquisition. The current MSFC Engineering and Science Services and Skills Augmentation (ESSSA) contract NNM12AA41C expires July 31, 2017, and is a Cost-Plus Fixed Fee contract. The current contract provides for fee deductions based on contractor performance. The contract has a potential value of $639M over the five year period of performance. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this synopsis. The Government will not pay for any information solicited. No evaluation letters and/or results will be issued to the respondents. The Marshall Space Flight Center requirements include but are not limited to the following Engineering and Science services and disciplines: Aerodynamics Design, Analysis, and Test; Avionics Design, Analysis, and Test; Electrical Engineering Design, Analysis, and Test; Guidance, Navigation, and Control (GN&C) Design and Analysis; Manufacturing and Assembly; Materials Design, Analysis, and Test; Structural and Mechanical Design and Analysis; Operability Design, Analysis, and Test; Natural and Induced Environments Design, Analysis, and Test; Optics Design, Analysis, and Test; Propulsion System Design, Analysis, and Test; Scientific Disciplines Design, Analysis, and Test; Spacecraft and Space Systems Software Design, Analysis, and Test; Systems Engineering; Test Design and Operations; Thermal and Fluids Design, Analysis, and Test; Systems Management; Hardware and Hardware/Software Integration and Test. The North American Industry Classification System (NAICS) code for this procurement is 541712, Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology), Research and Development for guided missiles and space vehicles includes evaluations and simulation, and other services requiring thorough knowledge of complete missiles and spacecraft with a size standard of 1000 employees. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service (NAIS). It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. The Government intends to review all responses submitted by Industry. This data will not be shared outside the Government and may be used to further refine requirements. Please do not submit proprietary information. MSFC invites potential firms to complete and submit the ESSCA Capability Statement Worksheet (Attachment 1) on or before October 22, 2015, by 4:00 p.m. CST. The feedback should be no more than 10 pages in length. The 10-page submission shall include the ESSCA Capability Statement Worksheet. A page is defined as 8.5 x 11, 12 pt, and Times New Roman font. The Government is also interested in reviewing: A) Comments and recommendations for the most effective incentive/performance criteria (if different from the current approach). Further, describe both risks and mitigations the Government should consider. B) Describe programmatic, financial, technical, and administrative lessons learned from similar engineering service efforts. C) Describe the type of information needed about the existing requirements that would be needed to submit a credible proposal. The Government intends to release only the names, addresses, and points of contact of all respondents via NAIS unless specifically requested not to do so by the respondent. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this synopsis. The Government will not pay for any information solicited. No evaluation letters and/or results will be issued to the respondents. The requirement is not considered a commercial type service. This notice is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. All responses shall include a completed Attachment 1 and be submitted to Anita J. Ayers Contracting Officer at anita.j.ayers@nasa.gov no later than 15 days from the posted day of this notice.
