- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes at this time and shall not be construed as a solicitation or as an obligation on the part of the U.S. Army Corps of Engineers or the Department of Defense. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. A Solicitation is not available at this time. Requests for solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary. The United States Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. If a public solicitation is issued with respect to the topic or information associated with this RFI, such solicitation would be published at the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of potential offerors to monitor public notices as desired for information relating to federal business opportunities. Request for Information: USACE is considering a sole-source negotiated contract with environmental engineering firm ARCADIS to provide services associated with the delineation and mitigation of contaminated harbor sediment. This action is considered under the statutory authority of 41 U.S.C. 3304(a)(1) as implemented by FAR Part 6.302-1(a)(2)(iii)(A). The Government intends to continue the subject action following the required posting period for this notice. Interested parties who feel they have relevant information or the capability to support this action in a competitive manner may indicate their interest and capability in a written statement to the identified point of contact no later than 2:00 PM Eastern Time Zone on October 23, 2015. Each response to this notice must demonstrate the firm's interest and capabilities to provide an equivalent service, with the stated capabilities, within the stated timeframe. Each submission shall be considered and will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to satisfy this requirement on a competitive or sole-source basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. This Notice is not a request for competitive proposal. Use the following format: Subject Line: Howards Bay Remedial Engineering, Request for Information Email Address: LRE-Quotes@usace.army.mil Email Copy to: Bruce.M.Walrad@usace.army.mil DESCRIPTION OF REQUIREMENT Work Location: Howards Bay, Superior, Wisconsin Lower Estuary of the St. Louis River, St. Louis River Area of Concern Background: Howards Bay has been the site of ship building, maintenance, and industrial activities for more than 100 years. Sediments in the Bay are known to contain metals and similar byproducts of the historical industrial activity. The Environmental Protection Agency (EPA), Wisconsin Department of Natural Resources, and Fraser Shipyard have formed a partnership agreement to consider and implement options to mitigate and/or remediate impacted areas. The U.S. Army Corps of Engineers, Detroit District (USACE), is supporting the EPA with project development and implementation of actions to design and execute remedial alternatives. To expedite development of the project, Fraser Shipyard hired environmental engineering firm ARCADIS to evaluate alternatives. ARCADIS conducted extensive evaluation of the sediment data, provided mapping for concentrations of sediment constituents, and compared those concentrations to regulatory criteria. ARCADIS developed preliminary Dredge Management Units for Howards Bay based on sediment analysis and used GIS mapping to calculate dredging volumes. This information was used to prepare a Focused Feasibility Study (FFS). The Project Partners endorsed the FFS in July 2015 and agreed to move the project into Design and Implementation (D&I) phase. Scope of Work: Utilizing preliminary engineering, planning, and feasibility documents, provide the following engineering services: 1. Map additional sediment sampling results conducted in 2014 and 2015 2. Provide color coded maps for impact concentrations in sediment 3. Implementing the Mine View Model (MVM) using the sediment concentration database to provide 3-dimensional views of the sediment concentrations; these 3-dimensional images will be used by the project partners to expedite permit reviews; 4. Refine the dredge management units identified in the FFS; these will be provided as CADD drawings suitable for including in the contract drawings and specifications; 5. Develop contour maps for potential land disposal of impacted materials at authorized landfills; 6. Develop and incorporate Enhanced Natural Restoration (ENR) features for some areas in the harbor as part of remedial activities; 7. Prepare detailed drawings and specifications for use in remediation/dredging/construction contract; 8. Participate and support USACE/EPA in Government reviews and permitting. Full implementation of this action is subject to the identification of acceptable design alternatives and to the availability of funds for the complete project. Schedule: The Government intends to enter into a negotiated contract by December 2015. Design plans and specifications would be required by March 2016. Anticipated Value of This Action: Between $250,000 and $500,000. Set-Aside: None. Small Business Subcontracting Plan required of any large business.
