The solicitation satisfying the requirements of FAR 5.207(c) is listed below. Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement shall be competed as a 100% small business set-aside under NAICS 721110, with a size standard of $32.5 million. All qualified small businesses under this NAICS code are encouraged to submit a proposal. The Department of the Air Force, Air Force Installation Contracting Agency (AFICA), 773 Enterprise Sourcing Squadron (ESS) has a requirement for a hotel/meeting facility to host the 2015 Air Force Medical Service (AFMS) Senior Leadership Workshop within fifteen (15) miles of Dulles International Airport (DIA) Virginia, per the attached Statement of Work dated 30 September 2015. The conference shall be held 16 - 20 November 2015. Attendees anticipated check-in will be as early as specified in the attached (attachment 1) Statement of Work (SOW). The contractor must be capable of offering facilities, within a 15 mile radius of Dulles International Airport, with space available for approximately 280 attendees considering guest rooms and all other business associated conference facilities (See attached SOW for details). The resultant contract is not intended to cover the price of hotel rooms occupied for the conference attendees or buffet meals costs; each attendee will be billed by the hotel for his or her room and for the buffet meal costs, via Government Travel Card as applicable. ADDENDUM - 52.212-1, Instructions to Offerors - Commercial Items (Oct 2015) To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Please ensure a iRAPT (formerly Wide Area Workflow) account has been initiated or is already established. All invoices shall be submitted using iRAPT. Use of iRAPT will speed up your payment processing time and allow you to monitor your payments status online. Failure to meet a requirement may result in an offer being ineligible for award. The response shall consist of two (2) separate parts, Part I - Technical Capability, and Part II - Pricing. Submission of Offers: (a) General Instructions: •(i) Do not send as an executable or.exe file. Email size shall not exceed five megabytes. Documents may be compressed (zipped) using WinZip 8.1 or later version. Any corrupted file or media containing a virus could result in the offer not being considered for award. •(ii) Software Compatibility. Use a word processing and spreadsheet program compatible with Microsoft ® Word 2010 ® and Microsoft ® Excel 2010. PDF is Adobe Portable Document Format. •(iii) Submit offer as follows: Document Content File Format - The minimum font size for the proposal pages is 12 pitch. FAR Clause 52.212-4, Contract Terms and Conditions Commercial Items FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Status or Executive Orders, Commercial Items FAR Clause 52.219-6, Notification of Employee Rights Under the National Labor Relations Act FAR Clause 52.223-18, Encouraging Contractor Policies to Ban Text Messaging While Driving Agency Provisions/Clauses: The following apply to this solicitation: DFARS Clause252.232-7003, Electronic Submission of Payment Requests and Receiving Reports (June 2012) DFARS Clause 252.232-7006, Wide Area Workflow Payment Instructions (May 2013) AFFARS Clause 5352.201-9101, Ombudsman (Apr 2014) FAR Provision 52.212-2 Evaluation - Commercial Items (Oct 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price. Contract award shall be made using Lowest Price Technically Acceptable (LPTA) Source Selection Process. The Government will review the proposals for lowest price first. Then the Government will review the lowest priced proposal for technical acceptability. If the lowest priced proposal is technically acceptable then award shall be made and no other technical evaluations shall be performed. If the lowest priced proposal is not technically acceptable then the Government will review the next lowest priced proposal for technical acceptability and if found technically acceptable the second lowest priced proposal will receive the contract award. This process will continue until a lowest priced proposal is deemed technically acceptable for contract award. If the offeror is not found responsible, award shall not be made and the next lowest price proposal will be evaluated until both technical acceptability and contractor responsibility is determined. All prices will be considered in the determination of adequate price competition. The price proposal will be evaluated for reasonableness based upon a comparison of the Offeror's price to the Independent Government Estimate and via price analysis techniques as outlined in FAR 15.404-1(b). All CLINs will be evaluated for reasonableness. Technical Capability will be evaluated and given ratings of acceptable or unacceptable. Unacceptable offers are not eligible for award. Offerors shall use the Government-provided SOW to develop their technical approach. Offerors shall specifically explain how their approach will meet the key requirements of the SOW. The proposed instructions in this section are designed to assist offerors in preparing a complete response that reflects a full understanding of the approach proposed to accomplish all work required herein. The following factors shall be used to evaluate offers: Part I - TECHNICAL CAPABILITY - In accordance with SOW paragraph 2.1, the Contractor shall provide at a minimum the below as specified in the 2015 Senior Leadership Workshop Statement of Work schedule and events for the SLW. The guest arrival and checkout schedule are reflected in paragraphs 2.1 in the SOW. Contractors who fail to meet the sub-factors will be deemed technically unacceptable. Contractors shall provide supporting rationale on its ability to perform the requirements in the SOW by addressing the following technical sub-factors: Sub-factor 1: In accordance with SOW dated 30 September 2015, paragraph 2.1 Summary of Requirements, the Contractor shall provide the following at a minimum: 1.1 - Availability : The Offeror's proposal will be evaluated on the availability of its meeting space and associated overnight accommodations within the required period of performance. 1.2 - Adequacy of Conference Space : The Offeror's proposal will be evaluated on the adequacy of the SLW/meeting room space according to the requirements set forth in para 2.1 of the SOW. 1.3 - Ability to Meet Audio Visual and Information Technology Needs : The Offeror's proposal will be evaluated on the ability to meet all AV/IT needs set forth in para 2.1. 1.4 - Ability to Provide a dedicated facility/meeting planner : The Offeror's proposal will be evaluated on the ability to provide a facility/meeting planner as described in para 2.1. 1.5 - Location Radius: The hotel must be capable of offering facilities within a 15-mile radius of Dulles International Airport. Sub-factor 2: In accordance with SOW dated 30 September 2015, paragraph 1.2 and 2, the Contractor shall provide the following at a minimum: 2.1 - JTR Per Diem Rates: Travel, lodging and meals for Government personnel attending the conference shall be reimbursed in accordance with the standard per diem rates in the DOD Joint Travel Regulation. 2.2 - Economical Analysis: An analysis of the location being proposed will be completed to determine what is most economical for the Government. The location shall be within 15 miles from Dulles International Airport. Part II - PRICE - In accordance with solicitation, the price proposal will be evaluated for reasonableness based upon a comparison of the Offeror's price to the Independent Government Estimate and via price analysis techniques as outlined in FAR 15.404-1(b). All CLINs will be evaluated for reasonableness. All prices will be considered in the determination of adequate price competition.
