Issuance Date: 09/18/2015 Closing Date: 10/09/2015 SOLICITATION NUMBER: PSC-15-063-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. PLACE OF PERFORMANCE: Washington, D.C. 9. JOB DESCRIPTION: See below Personal Services Contractor (PSC) Statement of Work (SOW) U.S. Department of State - Washington, D.C. Senior Corrections Advisor - INL/CAP Equivalent GS-13/14 A. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT The Office of Criminal Justice Assistance and Partnership (INL/CAP) is part of the Bureau for International Narcotics and Law Enforcement (INL) at the U.S. Department of State. The Bureau is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL/CAP provides policy guidance and assists INL program offices in addressing the full range of criminal justice issues as they relate to police, justice and corrections development globally. INL/CAP also assists the bureau in developing strategic partnerships with U.S. federal, state and local law enforcement agencies, to support our foreign assistance efforts. Criminal justice assistance is a core component of rule of law development, and is critical in assisting countries fight destabilizing crime and promoting good governance. INL currently manages criminal justice policy and programs in numerous countries, employing thousands of people in the field to implement these programs. Such programs may include deployment of American experts in the fields of policing, corrections, and justice, in multilateral police assistance mission, bilateral programs to train and build capacity of justice sector institutions, deployment of mentors or other technical advisors, and provision of infrastructure and equipment. Corrections programs, and the utilization of state and municipal partners in those programs, are an increasingly important part of INL work. The Senior Corrections Advisor (SCA) will serve as a senior corrections expert on the full range of corrections issues as they relate to INL corrections development and reform programs globally, including in countries in transition and complex security environments. B. DUTIES AND RESPONSIBILITIES 1. Serve as a senior corrections expert within INL/CAP and advisor on such matters to the INL/CAP Corrections Team Leader, Deputy Director, Director, and other Bureau personnel as needed. 2. Develop, and assist other INL staff to develop corrections programs for INL which are coordinated with the police, law enforcement and criminal justice programs. 3. Provide policy analysis and program guidance to the INL staff, the INL front office, and other Department of State offices upon request on corrections issues future missions or ongoing programs. 4. Develop plans/programs and provide policy guidance on the implementation of corrections assistance that can improve INL capacities to respond quickly and effectively when new requirements emerge. 5. Serve as an advisory resource for INL program managers in Washington and in the field on specific aspects of planning and implementation of ongoing corrections assistance programs. 6. Participate in and/or lead overseas assessments of corrections capacities and structures in countries where future missions are being considered, as well as assessments of the impact of ongoing programs. 7. Represent INL, as needed, at domestic and international conferences on international corrections issues. 8. Prepare background materials and reports used by the Assistant Secretary and Deputy Assistant Secretaries in preparing speeches, briefings, and testimony to articulate INL engagement on corrections. 9. Participate in outreach activities with domestic and international law enforcement communities to increase awareness of INL programs and policies and solicit greater cooperation and participation. 10. Assist with recruitment of corrections personnel for INL programs. 11. Organize trainings for foreign corrections personnel and INL staff. 12. Prepare and deliver training curricula as necessary to support the INL mission. 13. Write reports as required. 14. Maintain knowledge of contemporary, professional correctional operational and management principles, techniques, and issues which are appropriate for international application. 15. Periodically serve as acting Corrections Team Leader when the Team Leader is deployed or on leave. 16. Participate in INL office meetings. B.-1 TRAININGS & DISTANCE LEARNING COURSES 1. Completes the Contracting Officer Representative (PA296) and the Grants officer Representative Course distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 of arriving at INL. C. RELATIONSHIPS The PSC will directly report to the Corrections Team Lead in the INL/CAP office, who in turn reports to the Deputy Director of the Office. The PSC will take direction from the Corrections Team Lead on a day to day basis. When acting in the capacity as a grans officer representative or a Contracting Officer's Representative (COR), the PSC is delegated the authority to act for the Contracting Officer or the Grants Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting or Grants Officer, acceptance of Contractor/Grantee performance under the grant/contract, including preparation of receiving reports. The GOR/COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the GOR/COR be authorized to alter or modify the specifications or the grant/contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Grants/Contracting Officer. D. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include corrections assessments and program design reports, as assigned, as well as any COR related reports, and trip reports.; A "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. The complete assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit the report to the Corrections Team Lead in INL/CAP. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the CAP Corrections Team Lead and to the Office Deputy and Director of INL/CAP., Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), any relevant contract or grant number, project number, and title, grantee or contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. E. COMPLEXITY The work involves developing strategies for outreach and then executing those with multiple agencies and foreign partners at one time. The ability to remain flexible and manage changing needs and schedules is essential. F. SCOPE AND EFFECTIVENESS The incumbent will perform a broad range of tasks related to a complex foreign assistance program globally. PERSONAL CONTACTS The incumbent will work closely with U.S. corrections administrators, corrections professional organizations, INL program managers, U.S. embassies, foreign government officials, and implementers of INL police assistance programs. G. MINIMUM QUALIFICATIONS 1. U.S. Citizenship. 2. At least 10 years of experience in U.S. corrections operations, management, organizational development, planning and/or training, with at least 2 years of this experience at the level of assistant warden, chief of security, chief of classification, or chief of prisoner programs, (or the equivalent) or above. 3. Experience working on international corrections issues and reform, including working overseas in the corrections development field. 4. Ability to obtain DOS-approved security clearance at the secret level. H. PREFERRED QUALIFICATIONS 1. Experience in strategic planning, policy development and implementation of major agency-level programs. 2. Experience in probation and parole and/or juvenile detention. 3. Knowledge of corrections development in an international environment. 4. Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID). 5. Excellent oral and written English communication skills. 6. Superior interpersonal skills. 7. Working knowledge of Spanish. I. GOVERNMENT-FURNISHED EQUIPMENT The PSC shall be able to use a furnished with office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State (DOS). J. TRAVEL REQUIREMENTS The position is located in Washington, D.C. Frequent domestic travel is required to represent INL at professional conferences and for outreach purposes, and other trips related to international corrections development and reform programs. K. PRE-DEPLOYMENT REQUIREMENTS 1. If applicable - Consultations with the INL Program Office may be required. L. POSITION ELEMENTS: 1. Supervision - The incumbent will report directly to the Corrections Team Leader. 2. Supervision Exercised - None. The incumbent will frequently act as team leader for assessment visits, technical assistance visits and related specialized police functions. 3. Level of Effort - The position is full-time, with a minimum of 40 hours per week. M. EVALUATION CRITERIA Factor One: Offeror's demonstrated ability to provide policy guidance to senior level policy makers within the USG, in a written and verbal formal. (30 points) Factor Two: Offeror's experience and ability to substantially assist in developing and implementing plans for improving host-nation corrections systems, with an understanding of the local context. (30 points) Factor Three: Offeror's ability to organize ongoing training and mentorship and other development programs for corrections professionals. (20 points) Factor Four: Offeror's demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in written form. (10 points) Factor Five: Past Performance evaluation of applicant's ability to perform under contract. (In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.) (10 points) COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
