Description
Performance Work Statement This is a Request for Information (RFI). This is not a Request for Proposals (RFP). IF A RFP IS ANNOUNCED, IT WILL BE ANNOUNCED AT A LATER DATE. No award will result from this RFI. No Reimbursements will be made for any cost associated with providing information in response to this announcement. This notice does not constitute any commitment by the Government. The performance objective of this contract is to obtain the necessary technical services and expertise to enable the Institute for NCO Professional Development and TRADOC to meet its mission requirement to manage the development and use of ACT in support of the Army Training Concept, Army Leader Development Strategy, and Army Learning Model in an efficient manner. ACT pulls data from 15 different source systems and links the Army's leadership development initiatives and life-long learning as a continuum of service throughout one's career and beyond. ACT acts as an Army leadership development tool to over 100,000 users and provides a single point of entry for career management and development for the enlisted, officer, and civilian cohorts, to include all three components, with a specific set of functionalities for each component. ACT pulls information from training, education, and experiential learning sources and presents a common training picture as well as a consolidated course catalog. The Government is interested in vendor responses indicating skills and experience in the following areas and with the tasks listed within the Draft Performance Work Statement (PWS) of this RFI: 5.1 Operations and Maintenance (O&M) Tasks. 5.1.1 Program Management Support. 5.1.2 Maintain existing ACT infrastructure at ALTESS (monitor and apply patches). 5.1.3 Maintain separate test and production environments in a fully operational state. 5.1.4 Technology support for the entire product set that comprises the ACT application and an inventory of the software. 5.1.5 Operational metrics in support of the ACT application. 5.1.6 Activities required by the Government to maintain Certification and Accreditation (C&A) of the ACT system IAW Chapter 5, AR 25.2. 5.1.7 Help Desk. Help Desk Team Lead and Tier 1, 2 and 3 technical help desk support services. 5.1.8 Informational Outreach Support. 5.1.9 Informational Outreach Plan each fiscal year 5.1.10 Official Government external ACT information site on the ACT Community site (IBM Connections) for users. 5.1.11 Schedule new user training 5.1.12 Data Management. 5.1.13 Interface Maintenance. 5.1.14 System Maintenance (existing functionalities). 5.1.15 ACT Business Rules. 5.1.16 ACT Portlets. 5.1.17 Reports. 5.1.18 Auto-generated CAS Notifications. 5.1.19 Program Management Office (PMO) 5.2 Optional Tasks. The following Optional Tasks describe services that may be required during the performance of this PWS. 5.2.1 Transition Soldier Life Cycle (SLC) Functionalities. 5.2.2 Select, Train, Educate and Promote (STEP) Functionalities. 5.2.3 Sponsorship Functionalities. 5.2.4 NCO Professional Development System (NCOPDS) Support Functionalities. 5.2.5 System Interface Agreements (SIAs) and Data Mapping with Army Source Systems. Responses are being sought for firms considered small under North American Industry Classification System (NAICS) code 541519, All Other Computer Related Services. The Government welcomes ALL small business responses. The Government welcomes comments on the DRAFT Performance Work Statement (PWS) that is attached. All Capability Statements shall be no longer than ten (10) pages, 8.5" X 11" paper, 12-pitch, Times New Roman font, with a minimum of one (1) inch margins all around and submitted NO LATER than 10am EDT, 23 October 2015. Responses should include the company name, CAGE code, point of contact, address, email address and phone number. Any questions regarding the DRAFT PWS shall be submitted on a separate document.
