- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Defense. RFI does not constitute a Request for Proposal (RFP) or promise to issue an RFP in the future. Solicitation is not available at this time. Requests for solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submtted in response to this announcement is voluntary; the United States Government will not pay for informatin requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Joint COntingency and Expeditionary Services (JCXS) and Federal Business Opportunities (FedBizOpps). It is the responsibility of the potential offerors to monitor these sites for additional informatin pertaining to this requirement. The US Army Contracting Command is exploring options for Contractor to perform audit facilitation services to include oversight, inspection, documentation review, and retrieval, interview, and evidence gathering services. Potential services are to be performed throughout the 34 Afghan provinces (security permitting). These services will allow Government transparency, oversight, and accountability for various equipment, fund and internal processes, but are limited to: Performing telephone survey/questioners with local nationals/police/military members which will be provided by the requiring actity. Travel to locations within provinces to army/policy offices to perform the following tasks (security permitting). Perform in-person surveys/questioners to provincial officials in the events the contractor determines physical security does not permit them to per- form the survey/interview in person as to determine best business practices. Perform inventories of commodities - all types of commodities to include but not limited to: buildings, clothing, medicines, food, and construction materials. Determine practices/procedures of the receipt of commodities along with the disbursement of commodities. Identify the conditions in which commodities are maintained and secured. Observe various physical processes, such as how Afghan soldiers and police payroll attendance and absences of are performed and recorded. Obtain selected samples of payroll records. The physical processes include time and attendance, payment and procurement processes, and inventory management processes. The processes may include cradle to grave review of selected processes as well. Obtain contractual documents involving good and/or services. Identify areas of success or needing improvements involving the folow of support documentation. Documents will be obtained from various government offices, provincial headquarters, or potentially other GIRoA offices. Provide documentation electronically to central Kabul location. The documents should be electronically forwarded using standard email process in standard forms (word documents, excel spreadsheets, etc.). The conttractor will provide their own equipment. Take pictures or videos of commodities, equipment and/or buildings to document existence/condition. Provide pictures/videos to central location in Kabul. Photos/video will be taken, subject to coordinated permission granted by the appropriate GIRoA officials. Potential respondents shall provide cost estimates for each of the services rendered. Charges cannot be based on cost plus a percentage of cost. Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided a a result of this request are "best" estimates only. The response date for this market research is October 14, 2015. NO PHONE CALLS WILL BE ACCEPTED AT THIS TIME.
