- Drawings Architectural 10-06-15 Solicitation 10-06-15 Drawings Mech 10-06-15 Return package 10-06-15 Drawings Elec 10-06-15 Specifications 10-06-15 The United States Postal Service (USPS) plans to issue a Firm Fixed Price Contract for the HVAC Systems Replacements and Upgrades at the Harrisburg P&DC located at 1425 Crooked Hill Rd in Harrisburg PA 17107-9371. All work will be done in accordance with USPS approved specifications and drawings. The construction performance time for this project is 365 calendar days from Notice to Proceed. PROPOSAL: Contractors will be required to submit a Qualification Statement/Package (Attachment 24), a Management/Technical Plan (Attachment 12) and their Price Proposal. To be considered, a company must meet the following minimum requirements as shown in the Qualification Statement/Package (Attachment 24): Background, Eligibility, Certification and Affirmation, Bonding Information, Financial Capability, Safety, and Comparable Experience. Pre-qualified contractors will be placed on a list for inclusion in future solicitations in this area with similar scopes of work. There is no guarantee that a specific number of solicitations will be issued to these pre-qualified contractors. The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price in order to achieve a small price savings if better value can be achieved with superior technical or management features. The benefits of a higher priced proposal may merit a higher price. Scope of Work: A. The scope of work includes but is not limited to the following: Remove all existing pneumatic controls and digital control system. Provide a complete DDC controls system to control all existing HVAC equipment. Remove existing pneumatic control valves and replace with new DDC control valves. Remove existing pneumatic damper actuators and replace with new DDC actuators. Provide web-based controls software to mimic existing control logic. Provide all controls in compliance with current USPS and EEMS standards. Replace penthouse equipment as specified. Install new rooftop equipment as specified. Install new supplementary units as specified. Provide HVAC piping and ductwork as indicated. Provide and install new gas line piping from the new meter to end use utilities as indicated. Electrical demolition as indicated. Provide new electrical panels, disconnect switches, feeders and branch circuit wiring for all new HVAC equipment. Provide new circuit breakers for existing switchboards and panels. Provide new fuse buckets for existing motor control centers. Remove and replace ceilings to allow above HVAC work. (Partial ceiling and complete room ceiling - see Architectural drawings for extents per room) Construct new chases in public lobbies. Remove, salvage, and reinstall lighting as required to allow above HVAC work. Temporarily suspend and reinstall all other ceiling mounted utilities. Erect, maintain, and dismantle scaffolding and complete plywood work floor in the public lobbies to allow work to be performed during business hours with minimal disruption. Provide selective site demolition and utility trenching to existing gas main in Crooked Hill Rd. Provide utility bedding for utility install of new gas line and meter. Re-establishment of site turf and grasses, asphalt roadways, concrete curbs, and sidewalks to existing conditions. Coordinate commissioning process with third party commissioning agent. Provide owner training as specified. SOLICITATION: The solicitation package is attached to this posting. The solicitation package will be divided into six parts: 1) Specifications, 2) Drawings Arch, 3) Drawings Elec, 4) Drawings Mech, 5) Solicitation, and 6) Return Package QUESTIONS SHOULD BE DIRECTED TO: Sharon Russell, Sharon.j.russell@usps.gov. Deadline for questions is noon on November 4, 2015. There will be no public opening of offers. All proposal information received is CONFIDENTIAL until award of a contract. Upon award, the name of the successful offeror and the amount of the contract will be released as public information. The names of the offerors and the amount of their offers will not be released as public information. This information is exempt from disclosure under the Freedom of Information Act, Exception 4.
