Description
This document and its attachments are for information and planning purposes only to allow industry the opportunity to submit responses describing their relevant capabilities and provide feedback regarding the HPSC technical and programmatic requirements as well as promote competition. NASA, with interest from the Air Force Research Lab (AFRL), has determined a need for High Performance Spaceflight Computing (HPSC) for multiple mission applications associated with robotic science investigations, other remote sensing, and human space exploration. Traditionally, spacecraft onboard computing systems are single processor-core systems based on existing commercial or military computers that have been radiation hardened for use in space. The systems are implemented and operated at the maximum required mission performance point, where the term performance point includes throughput, power levels and fault tolerance. As NASA, along with AFRL, considers future missions that require both an increase in throughput and greater variations in these operating points, the development of a new, more flexible processor is needed. This processor chiplet is needed to provide orders of magnitude improvement in performance and performance: power ratio as well as the ability to dynamically set the throughput, power, and fault tolerance operating points. Specific technical requirements are provided in the attached Draft HPSC Requirements document. This project will consist of a preliminary design phase culminating in a Preliminary Design Review (PDR), a detailed design phase culminating in a Critical Design Review (CDR), a fabrication phase, and a test and characterization phase. Specific programmatic requirements are provided in the attached Draft HPSC Statement of Work (SOW) document. NASA/GSFC is seeking capability statements from all interested parties that possess the technical capability to provide support for the requirements as a prime contractor or subcontractor, including Large, Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this effort. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. Responders are requested to provide information on their capabilities and facilities for the following: 1.Processor chiplet detailed design, tape out, integrated circuit fabrication, and packaging 2.Processor chiplet software simulator and Field Programmable Gate Array (FPGA) emulator development 3.Taping out and fabricating the processor chiplet integrated circuits 4.Processor chiplet testing, performance characterization, validation, and verification 5.Evaluation board design, fabrication, validation, and verification 6.System software development, validation, and verification Responses may include capabilities and facilities of the responder as well as those of potential or anticipated partner or subcontractor organizations. However, assumed partners, subcontractors and their capabilities and facilities must be identified as such and prior experience with these partner or subcontractor organizations noted. This capability statement should indicate the ability to be the prime contractor or subcontractor and perform all aspects of the effort described herein. It is insufficient to provide only general brochures or generic information. Additionally, your responses must include the following: name and address of firm, size of business; whether they are Large, Small, SDB, 8(a), WOSB, VOSB, SD-VOSB, HUBZone, and HBCU/MI, and affiliate information: parent company, joint venture partners, and potential teaming partners. Responders are further requested to provide the following additional information (assuming a project start date of June 2016): 1.Rough order of magnitude cost assumed for (a) intellectual property (IP) cores, (b) processor chiplet design, (c) processor chiplet fabrication, (d) system software development, and (e) evaluation board development, and the assumed budget margins for labor and procurements 2.Identification of any requirements or deliverables that drive cost unduly or are deemed, by the responder, to be unnecessary or ill advised (indicate reasoning) Lastly, responders are requested to provide feedback and suggestions on the following: 1.Contract type 2.Subcontracting opportunities 3.Possible contract incentives 4.Advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. Prospective offerors are invited to attend the HPSC Industry Day, which will be held October 22, 2015 from 9AM to 5PM (EDT) at NASA GSFC. This event will provide an overview of the planned HPSC program, and answers to relevant questions submitted beforehand. Additionally, there will be 30 minute time slots available where prospective offerors can engage in private one-on-one discussions with the government team. Reservations to HPSC Industry Day must be submitted via electronic transmission to: Mr. Robert F. Stone: robert.f.stone@nasa.gov, no later than October 15, 2015. Reservation requests must include: 1. Full name and citizenship status for each attendee 2. Reservation request for one-on-one discussion There will be a limit of two attendees per prospective offeror, and all attendees must be either United States citizens or permanent residents (i.e. green card holders). Written questions and/or requests for clarification of this RFI may be submitted via electronic transmission to: Mr. Robert Stone robert.f.stone@nasa.gov, no later than October 15, 2015. Formal responses to this RFI are limited to 20 pages, and are due from prospective offerors on October 30, 2015. These responses must be submitted via electronic transmission to: Ms. Tracie Rustin tracie.m.rustin@nasa.gov. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. Companies also must be registered in the System for Award Management (SAM) (www.sam.gov) to be considered as potential sources. The statement of capability shall be UNCLASSIFIED. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Your responses will not be returned nor will respondents be notified of the results of the evaluation. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and a future RFP (if applicable). The anticipated North American Industry Classification System (NAICS) code for this procurement is 541712, with a small business size standard of 1,000 employees. No solicitation currently exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis.
