- Limited Source Justification The Performance Appraisal Reporting System (PARS), formerly the Pay Pool Process System (P3S) was originally created to support FSIS' Public Health Human Resources System (PHHRS). Although FSIS discontinued PHHRS in early 2014, it decided to continue using the PARS for its performance management applications. It is essential to hire a contractor who is familiar with FSIS' system changes, ensuring the newly enhanced version of PARS is properly transitioned and maintained. Also, it is critical to receive SME support and application of the PARS through the FY16 performance rating cycle. Specifically, data is downloaded from the National Finance Center into the tool. Manually manipulating this data would be highly complicated, cumbersome and risky in terms of ensuring accurate personnel actions. Without the ability to run reports, managers would not be able to make timely decisions on employee performance. Without the form function, managers would not be able to provide the employee with decisions made by approving officials in a quick and efficient way. The PARS automates the employee performance plan and evaluation process and the distribution of performance awards.
