- Description
- Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a hybrid Indefinite Delivery Indefinite Quantity (IDIQ) Contract with fixed price and cost reimbursement contract items to L3 Communications West, Salt Lake City, Utah. This contract will consist of a base year and two (2) option years. This requirement is a follow-on effort for the VORTEX TM multi-use transceiver system and Rover TM video transmission equipment employed as part of the MQ-8 Fire Scout System. The proposed contract action is for components previously integrated with the MQ-8 Fire Scout System for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." L3 Communications is the only qualified source of Surface Terminal Equipment (STE) that has been integrated aboard Littoral Combat Ship 1, Littoral Combat Ship 2, Guided Missile Frigate, and Guided Missile Destroyer classes of ships. L3 Communications is the only qualified provider of the Vortex TM multi-band broadcast radios that have been previously integrated and tested on the MQ-8B and is also the only provider that manufactures transceivers that meet both air vehicle and end-user size requirements. L3 Communications is the only qualified source to perform this effort within the required timeframe and any attempt to establish a second source would delay the continued operational fielding by 18-24 months and create risk to the support of missions in the FY16 through FY19 timeframe - as well as result in substantial duplication of costs to the Government that could not reasonably be expected to be recovered through competition. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
