Description
The Department of Veterans Affairs, VISN 1, Northampton VA Medical Center located at 421 North Main Street, Leeds, MA 01053 is seeking a contractor to provide NO 2 Heating Oil for Residential Quarters for the period of October 7, 2015 through September 30, 2016. The agency will require an estimated 25,000 Gallons of the Heating Oil, in accordance with the statement of work This solicitation is set aside for Small Businesses. STATEMENT OF WORK: Provide No. 2 Heating Oil for Residential Quarters at the Department of Veterans Affairs, VA Central Western Massachusetts, in Northampton (Leeds), MA, for the period October 1, 2015, through September 30, 2016. The agency will require an estimated 25,000 Gallons of Heating Oil. The supplier shall calculate heating degree days to schedule fuel deliveries but will also be available on a will-call/as-needed basis for emergencies or extremely cold periods when higher fuel consumption could affect calculated heating degree days. The agency has an internal policy to provide its tenants a 3-day notification for planned deliveries. We generally make these notifications on Fridays for delivery the following week. Planned deliveries shall be on Tuesday mornings starting at 8:30 AM EST. All fuel deliveries (except emergencies) have to end by 3 PM EST to prevent overtime expenses by the agency. Deliveries are to the following locations: VAMC, 421 N Main St, Leeds, MA - Quarters 17 A & B - one (1) 275 Gallon tank per side = 2 tanks VAMC, 421 N Main St, Leeds, MA - Quarters 18 A & B - one (1) 275 Gallon tank per side = 2 tanks VAMC, 421 N Main St, Leeds, MA - Quarters 19 A & B - one (1) 275 Gallon tank per side = 2 tanks VAMC, 421 N Main St, Leeds, MA - Quarters 21 A & B - one (1) 275 Gallon tank per side = 2 tanks VAMC, 421 N Main St, Leeds, MA - Quarters 22 - two (2) 275 Gallon tanks (both tanks are next to each other in the garage and the fill pipes are within arm's reach of each other - no truck repositioning is required) VAMC, 421 N Main St, Leeds, MA - Quarters 23 A & B - one (1) 275 Gallon tank per side = 2 tanks Most residential quarters above have 1 tank on each side of the building except Qtrs 22. This will require re-positioning labor of the hose or truck at each building in order to make the deliveries. Special Requirements: A certification from the fuel supplier is required for each shipment to include: 1. Name of fuel supplier 2. Date of delivery 3. Volume of fuel delivered in shipment per location. 4. Either separate invoice for each tank or a breakdown by tank on one invoice 5. Sulfur content of the delivered and the method used to determine the content (note) less than or equal to.3 weight percent sulfur in the fuel as regulated by the State of Massachusetts The fuel supplier must submit a comprehensive Spill Prevention & Response Plan for approval before an award will be made. The supplier must prove that they can effectively prevent and contain any fuel spills and prevent contamination to the surrounding ground, storm drains or downhill contamination to local waterways. The contractor must certify that their drivers have been trained on spill prevention. They must also prove that they have an effective means of communication during a spill containing 10 or more gallons. This plan shall include emergency contact numbers for: their own company, remediation companies and State & Federal authorities in the event of a major fuel spill containing 10 or more gallons. The agency has its own spill plan and does deploy storm drain covers during each delivery. The agency also has a Safety department that will make required State & Federal notifications in the event of a spill. This does not relieve the contractor from knowing what to do or who to call during the unlikely event of major oil spill. All interested parties MUST be registered in the System for Award Management (SAMS) Database. Contractors may submit all proposals and quotes to the Contract Specialist, Chantel Simmons @ chantel.simmons@va.gov no later than October 15, 2015 at 12PM. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
