- Request for Quote No. R16PS00004 - Submersible Fluorometers with Data Loggers The Bureau of Reclamation (Reclamation), Lower Colorado Regional Office (LCRO) located in Boulder City, Nevada has a requirement to purchase ten (10) stand-alone submersible fluorometers with submersible data loggers. It is anticipated that one firm fixed-price purchase order will be awarded. All costs to supply and deliver the products shall be included with your quote. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This requirement is being issued as Solicitation No. R16PS000004. This solicitation is issued as a Request for Quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-84. (iv) This requirement is set-aside to small businesses. The North American Industry Classification System (NAICS) Code for this acquisition is: 334516 - Analytical Laboratory Instrument Manufacturing. The small business size standard for NAICS Code 334516 is 500 employees. (v) Contract Line Item Numbers: Line Item 00010: Submersible Data Logger: 10 Each Line Item 00020: Submersible Fluorometer with Rhodamine Optics: 10 Each Line Item 00030: USB Communication Cable, Quantity: 1 Each Line Item 00040: Rhodamine WT Solid Calibration Standard, Quantity: 1 Each *Note - It is anticipated that a single purchase order will be awarded for all of the required items. However, if vendors are unable to provide all of the items listed, vendors are still encouraged to still submit a quote with the items it is able to provide. If a single award cannot be made for these items, multiple awards may occur. (vi) The Bureau of Reclamation has a requirement for a contractor to supply and deliver ten (10) stand-alone submersible fluorometers with data loggers, in accordance with the following salient characteristics. 1. Rhodamine WT sensor, capable of reporting presence of dye from 0.01 µg/L to 1000 µg/L 2. Available interchangeable sensors to parameters such as cyanobacteria, turbidity, etc., with sensor guard 3. Withstand complete submergence to 100 m 4. Operating range from 0 to 40 oC 5. Records temperature, time, and date as well as Rhodamine WT concentration 6. Self-contained power source lasting no less than 96 hours of continuous operation 7. Self-contained data logger, such as an internal SD card 8. User-controlled sampling interval from 15 seconds to 24 hours 9. Data cable for download of internal data to a Windows-based PC 10. Any Windows-based software necessary for data capture and transfer from fluorometers to PC 11. Rhodamine WT calibration standard for the stated range of concentrations Example of acceptable products that meets our requirement are Turner Designs Cyclops-7 Logger w/ABS Guard (includes software), and Precision Measurement Engineering's Interchangeable Cyclops-7 Rhodamine WT Optics (Part Number 2100-000-R), and Red Solid Secondary Standard (Part Number 2100-900). The following items are required to be submitted along with your quote: 1. A detailed list of the proposed items with pricing. 2. A technical description of the items being offer in sufficient detail to evaluate compliance with the requirements in this solicitation. This includes product literature and description, such as data specification sheets to show that you meet the above salient characteristics. *It is mandatory that you submit product literature of the items being proposed. If you do not submit this information, your quote may not be considered. (vii) Delivery date for this requirement is no later than November 30, 2015. This is a mandatory delivery date. Unit must be assembled upon delivery. Individual shipment of line items will not be accepted. Place of delivery is Bureau of Reclamation, Lower Colorado Regional Office, Warehouse/Receiving, 500 Fir Street, Boulder City, NV 89005. Shipping must be free on board (FOB) Destination. Determination of award will be based on the lowest overall price after all required salient characteristics are met, responsive quote from a responsible offeror.
