Description
Vendor Questionnaire •1. This is a Request for Information (RFI) as defined in FAR 15.201(e). All information gathered in response to this RFI/Notice will be used solely for planning purposes. This is not a formal solicitation, but a request for interested parties to provide information. No solicitation published by this office for these products currently exists. •2. This is a request for Information regarding the commercial practices for work similar to that described below. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This RFI is issued for information gathering purposes only. Interested parties are highly encouraged to participate. •3. This RFI is being issued consistent with and in the spirit of an exchange of information with industry as per Federal Acquisition Regulation Part 10. This RFI is prepared for planning purposes only and is issued with the intent of obtaining price, delivery, capabilities, or other market information, and is not being issued with the intent of awarding a contract. In accordance with FAR 52.215-3, the Government will not pay for any information/items submitted in response to this synopsis. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. •4. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. The government does not intend to award a contract on the basis of this request for information, nor guarantee for a future solicitation. This is an exploratory request for information purposes only. This RFI serves as a synopsis in accordance with FAR Part 5.205, Special Situations. •5. The intent of this request is to obtain information about the market for many of the supplies and services Naval Undersea Warfare Center (NUWC) Division Keyport purchases. This information will be used in making commerciality determinations, set-aside decisions, and other similar acquisition related decisions. The applicable NAICS code for this requirement is 334118 and has a size standard of 1000 employees. All questions regarding this request for information should be submitted in writing, no later than 30 October 2015 1300 pm PDT. Questions should be submitted via e-mail to: Christopher.w.howard@navy.mil. In response to this request, please complete the attached questionnaire. As many of the responses may be dependent upon the type of supply or service to be procured, a sample of the types of work NUWC Division Keyport performs follows. General Description of Work: The mission of the Naval Undersea Warfare Center Division, Keyport is to provide advanced technical capabilities for test and evaluation, in-service engineering, maintenance and industrial base support, fleet material readiness, and obsolescence management for undersea warfare. Keyport is a "cradle to grave" operation for many Undersea Warfare systems and weapons. See below: Pacific Undersea Warfare (USW) Test & Evaluation (T&E) Range and Test Facility Operations Independent USW Systems T&E and Experimentation USW Weapons and Vehicles Range and Environmental Test Systems Torpedo and Unmanned Undersea Vehicle (UUV) Maintenance and Repair Obsolescence Management/Custom Engineered Solutions for Undersea Warfare Systems Undersea Warfare Systems Material Depot Torpedo and UUV In-Service Engineering (ISE) and Integrated Logistics Support (ILS) Submarine USW Systems ISE and ILS Carrier USW Systems Fleet Training and Training Management Systems While working on these systems or weapons, Keyport's needs vary. Below are some specific examples of historical Keyport needs: Hysteresis clutch : •· Develops torque strictly through a magnetic air-gap, ensuring an absolutely smooth transmission of torque from the drive unit to the driven element (rudders and elevator) •· Pressure cylinders Mating rings: •· Components of a main power drive shaft (similar to boa propeller shaft) •· 1 ¾" and 2" in diameter (minimal compression) •· Must be deep sea submersible Cable Assemblies: •· Multiple Components used in Cold Gas Fleet Exercise System •· Units shall meet requirements of: MIL-C-28748, MIL-W-16878, MIL-STD-681 •· Carbon Steel •· Cadmium Plating •· Dielectric Inserts •· Sodium Dichromate Seal •· Anodized •· Military Grade Wire •· Hydrostatic Tested for leakage and deformation Shaft Seals: •· Dynamic Shaft seals used on the two concentric motor/propeller shafts, preventing seawater from entering the undersea vehicle while it operates at various speeds and depths. •· Made of corrosive resistant materials that are able to withstand prolonged use in a seawater environment. •· Shall contain anti rotation device to prevent relative rotation of the seal internal components with respect to the seal housing or shell. Pressure Cylinders: •· Allows for retrieval of exercise torpedoes. Electronically controlled solenoid valves on the pressure cylinders allow high pressure nitrogen to fill a polyurethane buoyancy bag, bringing the torpedo to the surface. Would be procured empty and then filled with nitrogen at NUWC Keyport. •· 6061-T6 Aluminum •· Carbon and S-Type Glass •· Manufactured in accordance with D.O.T. CFFC specification •· Seal tested at 0 PSIG to 900 PSIG Cold Gas Bag Assemblies: •· Inspections in accordance with the American National Standard ANSI/ASQ Z1.4-2003 •· Multiple Components and Assembly required •· Assembly Calibrated to specified PSI •· Dimensioning and Tolerancing per ASME Y14.5-2009 •· Anodize IAW MIL-A-8625 Type 3 Class 1 •· 5% Sodium Dichromate Seal •· All Seals are Heat sealed or Plastic welded GPS Mounting Plate: •· Mounts GPS Devices •· Anodize IAW MIL-A-8625 Type 3 Class 1 •· Sodium Dichromate Seal Pressure Switch: •· Media: Air •· Must pass burst test at 3500 PSI •· Proof Pressure: 2500 PSI •· Must pass Shock Test of three pulses of 55-60G for 11-12 milliseconds •· Cylinder Surface per ANSI B46.1 Standards Hose Assembly: •· Contains Multiple Components •· Passivated per MIL-S-5002 •· Hose Reinforcement: Double Polyester Fiber Braid •· Operating Temp: -40°F - +200°F Stiffener Assembly : •· 321 CRES Bar and Rod per QQ-S-763 Condition A •· Machine Surfaces per ANSI B46.1 •· Identify by rubber Stamping Counter Assembly Hardware: •· Dimensioning and Tolerancing per ASME Y14.5M-1994 •· Anodize IAW MIL-A-8625 Type 2 Class 1. •· Interpret Drawings per ASME Y14.100-2013
