This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The solicitation number is AG-02RC-S-16-0005. The solicitation is issued as a request for quotation (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84. Set-aside as Small Business, the NAICS code 238910 Site Preparation Contractors, small business size standard $15.0 million. Two (2) Contract line item number(s) 1) Remove and Dispose of Asbestos Containing Materials. 2) Remove and Dispose of Trailer and Bathhouse. Description of requirements. Remove and properly dispose of Asbestos Containing Materials (ACM) from two facilities at the Bonners Ferry Ranger District (Cook Trailer and Bathhouse) in accordance with EPA and OSHA regulations; AND remove and properly dispose of both facilities. Remove all portions/remnants of the buildings, including all foundation work and attaching hardware (nails, bolts, nuts, staples, etc). Safe and cap all existing electrical, water and sewer service connections--these are to remain. Upon removal of all building materials, grade area to match the natural grade of the adjacent terrain so that no ponding or settling of water will occur. The facilities may contain Lead Based Paint (LBP). In accordance with EPA guidance, LBP waste from ranger stations may be disposed of in construction and demolition landfills. Dispose of all other debris and demolition materials off of national forest service lands and in accordance with all federal, state and local laws. The Cook Trailer is of aluminum and steel construction, on a steel, mobile trailer frame; it is approx. 500 SF, with a swamp cooler on the roof. It has a concrete block foundation and is on wheels and axles of unknown serviceability. ACM was found in this building during testing in June of 2015--see attached ACM report for type and location. There is no utility service to this facility. The Bathhouse was built in 1965 and is of simple woodframe construction; it is partially collapsed/demolished; it is approx. 210 SF. There is overhead power service, and water and sewer service connections to this facility. Estimated start work November 1, 2015 and complete by November 30, 2015. Organized site visit scheduled for October 21, 2015, 10:00 a.m. (pacific) at the Bonners Ferry Ranger District office, 6286 Main Street, Bonners Ferry, Idaho 83805.
