Description
Statement of Work (SOW) for the High Power Transmit Power Amplifier Shelter This is neither a formal request for proposal (RFP) nor a formal request for quote (RFQ). The Government will not reimburse any costs associated with the development and submission of materials in response to this request. No solicitation is available at this time; however, should such a requirement materialize, no basis for claims against the Naval Research Laboratory (NRL) shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. OBJECTIVE The Radar Division (Code 5300) at the Naval Research Laboratory (NRL) is requesting to procure two (2) transportable HF high power multi-channel transmit power amplifier shelters (HPA's). These HPA should have the following characteristics. a) Containerized Packaging The amplifier equipment shall be installed in a modular shipping container enclosure with a lockable double swing door at one end. In addition to the amplifier equipment the enclosure shall have the following features: Electrical box and internal wiring, ceiling lights, cooling/heating system, 19'' equipment rack shock mounted to floor and ceiling. Container dimensions: Outside - 20ft(L) x 8ft(W) x 8ft(T) Container Attributes: Door opening on 1 of the small ends (8ft(W) x 8ft(T)) w/locking mechanism Anti-Static flooring Airvents - 1 per side Forklift Pockets Material: Corten Steel with Marine Grade Epoxy Paint or similar HVAC: The enclosure shall have internal and external mounting space for two split air conditioning systems similar in size and capacity to the LG 33,000BTU ductless unit, model #LSN360HV3/LSU360HV3. The enclosure will come pre-fitted with the required air conditioning coolant tubing required for this size system (liquid line: 3/8'', vapor line: 5/8''). Electrical wiring will be installed for the AC units. If alternative HVAC system is required and/or recommended based on different equipment needs, then it shall be considered. Electrical Wiring: All electrical equipment and wiring will be configured to run of 60Hz power. The enclosure shall contain an electrical distribution system capable of supporting the simultaneous operation of the full 20kW transmit power, AC cooling, and 20A of additional power for auxiliary hardware. At least two ceiling lights will be installed on the internal ceiling of the enclosure to provide working light. The lights shall be capable of being switched off when not in use. The electrical system will be capable of being powered from an external source of 208/120 Y 3 phase power. A complete electrical wiring schematic will be provided for the enclosure electrical system. Equipment Rack: The enclosure shall contain an equipment rack capable of storing standard 19'' wide rack mountable equipment. The internal depth of the rack will be 630mm. It will be mounted to both the floor and ceiling, ideally with shock mounting. The total height shall be at least 48U tall (internal height). All amplifier modules will be pre-wired with input port terminals wired to a common area near the equipment rack. Fully Insulated In order to aid industry in evaluating their ability to perform the requirement, the following document has been attached and is provided herein this RFI: Draft Statement of Work (SOW) - High Power Transmit Power Amplifier Shelter, which is subject to changing. 1. CONTRACTOR RESPONSE FORMAT The NRL asks that interested parties, at a minimum, supply the following information: a. Name of company and point of contact (POC) b. Telephone number, fax number, address, and e-mail address of POC c. Business size and number of employees d. Proposed NAICS Code e. Proposed PSC Code 2. Capabilities Statement a. Capability statement and information about product and services that meet the requirements listed in the RFI. 3. Pricing, Schedule, and Commerciality Information NRL is requesting interested contractors to provide pricing information for the Deposition Systems, including catalog prices, rough order of magnitude costs, and delivery schedule. 4. Assumptions Please provide a list of assumptions, if any, which were considered in formulating the response. 5. Past Performance Information Please provide in the response a list of Navy, Department of Defense, federal, or commercial contracts supported during the past 36 months, with a brief description of the supply or service provided per each contract. 6. SUBMISSION OF INFORMATION All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such. Please transmit responses by e-mail to Lorenza Barnes, Contract Specialist, at lorenza.barnes@nrl.navy.mil in either Microsoft Office or pdf formats. All responses 23 Oct 2015.
